SALARY RANGE

The starting salary range for this position is $121,520 - $151,900  (based on qualifications).  With tenure and strong performance in this role an employee may earn up to a maximum of $182,280, annualized.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Power Systems Technical Coordinator


Overview
The purpose of this position is to provide analytical, technical, and process expertise and support to Chelan PUD System Operations; ensuring safe and efficient power delivery that meets all requirements outlined by NERC/WECC Reliability Standards, Washington State Electrical Workers Safety Rules, FERC license requirements and Chelan PUD operating procedures. This position supports ongoing training for System Operators and related groups. The position serves as a subject matter expert representing System Operations with both internal and external groups to Chelan PUD and contributing to the District's NERC compliance response and District Values.

Responsibilities

  • User Interface: Provides leadership, Human Machine Interface (HMI), and Human & Operational Performance (H&OP) expertise on all aspects of the planning, organization, scheduling, and support functions of the operational technology systems such as Energy Management Systems (EMS), Distribution Management Systems (DMS), Outage Management Systems (OMS). Situational awareness tools, alarming, processes, and procedures utilized in system operations. Collects and incorporates end-user feedback and based on priorities, develops, implements, and improves technical and meaningful work processes as they relate to operational technology systems and cyber security issues to cost effectively meet Chelan PUD and internal and external stakeholders.
  • Quality Control: Coordinates configuration changes to current and future EMS tools related to transmission, distribution, and generation to ensure alignment with HMI, H&OP and end-user expectations. Review Geographic Information System (GIS) model imports to Avanced Distribution Management System (ADMS) for accuracy. Facilitate display changes incorporating H&OP methodology for control system engineering review and implementation. Manage process and procedures through the use of H&OP methodology.
  • Coordination: Coordinates and resolves escalated real-time issues raised by other team members. Ensures Chelan PUD's electric and hydro system is operated and coordinated in a safe, reliable, and efficient manner. Coordinate operations with internal and external groups including control systems engineering, transmission engineering, distribution engineering, energy planning & trading, the reliability coordinator, and neighboring balancing authorities and transmission operators. Ensuring safe, efficient, and reliable power delivery across all Chelan PUD’s infrastructure and operating areas. Acts as after-hours duty supervisor and supervises system operations in the absence of the system operations and coordination manager.
  • System Operations Training and Guidance: Provide guidance and solutions to improve standard operating procedures. Identify key deficiencies in procedures and make recommendations on improvements. Acts as subject matter expert, coordinating ongoing process and change management for system application and procedural updates. Provides one-on-one and one-on-few coaching and training to ensure adherence to Chelan PUD procedures and regulatory requirements. Supports and provides backup coverage to ensure all training requirements are met for system operations and related groups such as operations support personnel and those who may receive operating instruction.
  • Project Management: Prioritize, plan and/or lead various system operations office work and improvement projects utilizing H&OP methods, including, as appropriate, identifying overall business objectives, business requirements, and user acceptance criteria. Manages the communication and implementation of projects impacting system operations through coordination with multiple individuals and/or departments with diverse interests. While contributing to department and/or companywide projects and/or initiatives, ensures a system operator perspective is appropriately represented to improve Chelan PUD operational excellence which may include Chelan PUD representation in regional initiatives and on regional committees.
  • Reliability Compliance: Assigned as the compliance owner for multiple NERC Reliability Standards (Standards) by the Managing Director of generation and transmission. Responsible for ensuring system operations meets its overall compliance obligations for each assigned Standard as well as supporting other Standard owners. Oversees the development of required technical processes related to assigned Standards. Stays abreast of changes and modifications to assigned Standards. Actively monitors compliance with assigned Standards. Ensures controls are in place and documented to provide assurance of compliance with assigned Standards. Performs compliance self-assessment for assigned Standards.
  • Maintains current knowledge of the electric power industry and changing technology, H&OP/HMI industry best practices, attending NERC/WECC training classes, conferences, and maintaining all appropriate certifications. Remains current on Chelan PUD policies and assists with implementing appropriate changes as necessary.
  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
  • As a secondary function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications

Education
Equivalent experience (year for year) may substitute for required education.

  • Bachelor's Degree (B.S., B.A.) in Engineering, Mathematics, or a related technical study area from four-year college or university; or equivalent combination of education and experience is required.


Experience

  • 7+ years working in progressively responsible positions within a power operations organization or electric utility is typically required.
  • 5+ years experience working as a system operator at a NERC registered balancing authority, transmission operator, working in an electric utility operation, or operations support role is preferred.


Licenses and Certifications

  • Valid Driver's License at hire and WA Driver's License within 30 days of hire
  • System operator certification from NERC or the ability to acquire such certification within 1 year required.

  • To perform this job successfully, an individual should have knowledge of Maximo order processing systems; PeopleSoft HRIS Payroll systems; Cognos & Crystal Reports reporting software; Microsoft Excel Spreadsheet software, Microsoft Word Processing software and PI Vision. An individual should also have knowledge of and be able to operate general office equipment including, but not limited to, computers and telephones.
  • Must be proficient in reading, writing and speaking English.
