Since April 2019, Chelan PUD, the City of Wenatchee and the Chelan-Douglas Regional Port Authority have collaborated with Wenatchee-area business and civic leaders to discuss the possible redevelopment of the current Chelan PUD headquarters campus located at Fifth Street and Wenatchee Avenue North. Working with Collins-Woerman, an architectural, planning and design firm, a plan has taken shape to help prepare the 7.5 acre site for potential redevelopment once the PUD moves to its new, consolidated Service Center in Olds Station. The move is scheduled for late 2022.
On April 27, 2020, staff gave an update to PUD Commissioners outlining next steps for the headquarters site. The briefing was based, in part, on the findings of the Collins-Woerman Market Assessment Report. The report provides a roadmap for preparing the headquarters property for future mixed-use development. Local planning and economic development experts believe the Wenatchee Valley area will be an attractive alternative for developers with post-pandemic construction plans. Although there are no specific commitments at the Fifth Street and North Wenatchee Avenue location, building and construction permit applications are robust and continue to be submitted to the city. The proximity of the PUD property to downtown and to the riverfront is highly attractive to potential developers.
The next steps for the PUD include: create a parcel plan with supporting request for proposals to develop the parcels; identify needed utility and infrastructure improvements; establish design standards; prepare parking and circulation flow for the property; determine the feasibility of a Zero-Carbon District; and prepare a marketing plan for the phased development.
The PUD will continue its working relationship with the City and the Port Authority through an Inter-Local Agreement; and will continue to work with its advisory group members during the planning and site preparation phase.
