Our Commissioners

The PUD is administered by five commissioners from three commissioner districts. One member is elected from each of the three commissioner districts every two years to serve for a term of six years, and one member is elected every two years from each of the two at-large commissioner districts to serve for a term of four years.

The commission establishes policy, approves plans, budgets, and expenditures, and reviews the District's operations. The legal responsibilities and powers of the District, including the establishment of rates and charges for services rendered, are exercised through the commission.

Public commission meetings are held the first and third Mondays of the month, in the boardroom of the PUD Service Center.

Steve McKenna, President 

Commissioner Steve McKenna was elected in 2016 to represent at-large District A and began serving his first term in January 2017. He was re-elected in 2024 to a third four-year term running through 2028. 

Steve has been a teacher and principal and served as superintendent for the Manson and Cascade School Districts. After his official retirement, he was owner of an educational consulting business and volunteered on Public Utility District committees before being elected commissioner.

Garry Arseneault, Vice-President,

Commissioner Garry Arseneault was elected in 2014 to represent District 1 and began serving his first term in January 2015. He was re-elected in November 2020 to a second six-year term running through 2026. 
 
Prior to coming to Chelan PUD, Garry spent nearly 40 years in the investment/banking industry. 
 
During his tenure as commissioner, he has served as President of the Washington Public Utility Districts Association (WPUDA). He also participates on the Policy Maker Committee of the American Public Power Association (APPA), headquartered in Washington, DC. 

Garry is an active community volunteer, serving with Rotary International’s ROTAPLAST program on several medical missions worldwide. He has built clean water systems in Haiti, as well as been a lunch buddy to kids at Foothills Middle School. He previously volunteered for nine years on ski patrol at Mission Ridge. 

Garry is married to Karen, and they have two sons and daughters-in-law, along with five beautiful grandchildren.

Kelly Allen, Secretary

Commissioner Kelly Allen was elected in 2022 to represent at-large District B and began serving her four-year term in January 2023. She previously served on Chelan City Council from 2016 to 2020. 

Kelly is the owner of the Kelly Allen Agency, a full-service insurance agency in Chelan. She and her husband of more than 30 years also own and operate a residential construction company, Allen Construction Services, Inc.  

Kelly has the great pleasure of being Past President of Chelan Rotary Club. She also serves on the steering committee for the Wenatchee Chapter of Braver Angels, a grassroots organization that is bridging the political divide, bringing Democrats and Republicans together on difficult issues.  

In her spare time, she can be found on one of the many trails in the region with her two dogs, biking with her husband, or being humbled on a golf course with her daughter, Hailey.

Randy Smith
 

Commissioner Randy Smith was elected in 2006 to represent District 2 and began serving his first term in January 2007. He was re-elected in 2024 to a fourth six-year term, running through 2030.  
 
Randy is a lifelong resident of Cashmere. A graduate of Central Washington University, he returned to the family farm to grow apples, pears, and cherries for nearly 45 years. 

Randy has served on more than 20 industry and community boards and is currently a board member of the Community Foundation of North Central Washington. He is especially proud of the 17 years he served as a citizen advocate for the College of Agriculture at Washington State University.  

He is also an ongoing advocate for enhancing the sister region relationship between Chelan County and the Oblast of Issyk-Kul Kyrgyzstan – a relationship that was formed nearly 10 years ago.

Carnan Bergren
 

Commissioner Carnan Bergren was elected in 2022 to represent District 3 and began serving his six-year term in January 2023. He previously served eight years as a Chelan PUD commissioner from 2008 to 2016.   
 
Carnan has served on the boards of the Washington Public Utility Districts Association (WPUDA) and Energy Northwest.  

A third-generation fruit grower, he has led the boards of several trade associations, such as Blue Bird Growers, Washington Oregon Canning Pear Association, and Leavenworth Fruit Growers. He has also dedicated dozens of years of service to civic boards, including the Peshastin Water District, Peshastin Cemetery, and Leavenworth Rotary Club. 

As a motorcycle enthusiast, he is a member of the Samaritan Riders of Washington State, dedicated to helping disadvantaged children. Carnan and his wife June are retired and live in Chelan Falls.
