SALARY RANGE

In addition to a competitive salary range of $82,880 - $103,600 (level I) and $89,200 - $111,500 (level II), based on qualifications, skills and abilities, Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year. 

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

JOB PURPOSE:
The position will be filled at level I or II, based on candidate's skills and abilities. Develop ability and/or manage the full lifecycle of a work order from service, outage, preventive or corrective maintenance requests. Develop safe, compliant and efficient work procedures for skilled trades crews. Develop resource (labor, materials, tools and vehicle) estimates and secure resources. Adjust schedules and develop large project work breakdown structures. Monitor the accuracy of the workplan, identify resource conflicts and generate solutions. Participate in and/or facilitate workforce coordination and scheduling activities, and recommend priorities. Conduct moderately complex evaluations or analysis and make recommendations to management.

The entry level position in the planner job family is intended to be a developmental role, designed to learn the basic job functions of a planner. The level II position is designed to reflect the responsibilities and qualifications of a planner able to perform moderately complex work.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.

# EF Job Functions
1. EF Generate, develop, monitor, report, adjust status and close out work orders related to service, outage, preventive or corrective maintenance requests. Develop safe, compliant, and efficient work procedures and work packages for crews. Develop resource estimates. Secure necessary resources (tools, equipment, and personnel). Coordinate vendors and routine work. Adjust preventive maintenance intervals. Develop work packets and/or procedures (level I relies on similar processes or procedures, level II may perform this work without historical data). Validate and verify work packet or job plans with crafts.

2. EF Monitor and validate the accuracy of the Dynamic Workplan (DWP) utilizing standardized and ad-hoc reports. Identify resources, conflicts, and recommend solutions. Level I incumbent will utility standardized reports to identify resource conflicts in the DWP.

3. EF Lead workforce coordination by building schedules and prioritizing for criticality. Facilitate routine workforce coordination meetings. Recommend work priorities and scheduling decisions. Support budget and business case development. Level I incumbent will identify significant variances in work order actuals.

4. EF Maintain and monitor the computerized maintenance management system (CMMS) asset class and subclass records and attributes. Develop asset specifications. Assist and train customers in the use of CMMS. Level I incumbent will acquire information and enter/maintain relevant data.

5. EF Build small to large project work breakdown structures (WBS) including multiple assets.

6. EF Maintain the preventive maintenance program (level I incumbent will participate in the maintenance of the preventative maintenance program). Research and recommend maintenance intervals. Verify accuracy of maintenance tasks and update as needed.

7. EF Level II incumbents prepare critical path charts utilizing a variety of applications and facilitate pre/post outage coordination meetings. Use outage management system to coordinate outage with maintenance plan. Level I incumbent develop the ability to navigate the outage management system.

8. EF Upon request, identify, analyze, and explain significant variances in estimates to actuals in work plans.

9. EF Level II incumbents act as a duty supervisor for 24x7 asset operations on a rotating basis.

10. EF Ongoing Drive a motorized vehicle while conducting business on behalf of the District.

11. EF Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.

Post-Secondary Education:
Requires completion of a certified wireman or mechanic apprenticeship with journeyman certification.

Candidates without journeyman certification will typically have a Bachelor's degree in Construction Management, Business, or related field, or the equivalent combination of education and experience (4 years' experience is the equivalency for related journeyman certification or degree; additive to the experience requirement).

Experience:
Typically requires a minimum of two years' experience in a related journeyman role, such as a high voltage electrician, hydro mechanic or millwright. For candidates without a journeyman or related technical background, the requirement is five years' progressively responsible experience in related fields such as industrial maintenance or construction management.  (Level II requires three years performing duties outlined for a Planner I and two years journeyman role as outlined above; for candidates without a journeyman background, the experience increases to eight years in industrial maintenance or construction management).

 

Experience in utility asset operations are strongly preferred.

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
