SALARY RANGE

In addition to a competitive salary range of $98,774 - 131,700 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.

JOB POSTING

JOB PURPOSE:                        
The Distribution Superintendent will be responsible for managing Distribution crews, scheduling and planning daily operational requirements for their assigned areas and projects.  Those areas may include one of more of the Wenatchee, Chelan, Leavenworth, Entiat and Stehekin service areas.  Duties shall include and not be limited to, responding to all customer requests, maintaining facilities, providing for customer service needs and maintenance of the District’s Distribution and Transmission systems.  Provide day-to-day decision making, direction, and full supervision of the Distribution Line operations, and Flaggers in assigned areas.  Accountable to ensure all reporting employees understand their roles, responsibilities and delegated authority level.  Serve as a primary lead Customer Utilities Duty Supervisor.  Provide support for all Operational Departments at the District.  Be responsive to District related emergencies.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position. 

#  EF/SF % of Time Job Functions
1. EF 25% Manage the maintenance and construction of the District's distribution and transmission line operations.  Coordinate the planning and scheduling of staff and equipment to maximize productivity by effectively structuring crew size and assigning appropriate machinery and equipment for daily crew use.  Oversee Tool needs and flagging personnel. Support the Distribution Manager in developing and controlling the annual department budget.

2. EF 10% Ensure compliance to all District policies, the Union's Collective Bargaining Agreement, and all state and federal safety regulations. Resolve personnel issues & complete employee evaluations for the staff and personnel assigned to this position.

3. EF 15% Conduct and coordinate planning and scheduling meetings with Customer Service Engineering, Distribution Engineering staff and Distribution General Foreman.  When appropriate, provide management approval of Customer Service Engineering jobs.  As necessary meet with customers and appropriate staff at job sites and/or in the office to confer on upcoming jobs to mitigate issues and ensure job readiness.  Inspect completed work for compliance with District standards.

4. EF 15% Coordinate with Service Dispatch for daily office operations as well as other impacted departments. Coordinate with Fleet Services to determine equipment and machinery readiness and address mechanical problems.  Line out material needs with store room personnel; collaborate with the Utility Vegetation Program Manager to share flagger resources and plan construction activities requiring tree work; and respond to customer complaints/concerns regarding timing and crew performance and keeping them informed of project status.

5. EF 15% Communicate with crews and personnel on a frequent basis to determine needs and respond to their concerns; Conduct safety site visits, check time slips for correctness, keep track of customer job information and damage claim work orders, and follow-up with Risk Management.

6. EF 10% Coordinate with Customer Utilities management for daily staff and equipment needs.  This position is required to coordinate with other operational departments county wide during emergencies and other unforeseen situations.

7. EF 10% Operate office equipment and computers to enter time, approve time, develop work orders, track e-mails, schedule meetings, perform general record and file keeping, write reports and prepare general correspondence.  Serve on various committees as determined and appropriate.

8. EF Ongoing Drive a motorized vehicle while conducting business on behalf of the District.

9. EF On-going Lead by example and ensure safe working conditions for all personnel and utilization of safe work practices.  Ensure compliance to all District policies, the Collective Bargaining Agreement, and all state and federal safety regulations.

10. EF Ongoing Maintain regular and predictable attendance.  Perform related duties and responsibilities as required.  Comply with District policies.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

SUPERVISORY RESPONSIBILITIES:                        
Shares responsibility with another Line Distribution Superintendent to directly supervise forty (40) employees in the Distribution Operations Department.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Post-Secondary Education:                        
Completion of a nationally certified Lineman Apprenticeship with Journeyman certification.  A Bachelor's degree in Engineering, Construction Management or related field may substitute for journeyman certification.

Experience:                        
Typically requires a minimum of eight (8) years’ experience as a lineworker or in a similar role, including some experience in a leadership role.  Public utility line construction and maintenance experience preferred.

To perform this job successfully, an individual is required to have knowledge of Microsoft Outlook; Microsoft Excel; Microsoft Word; Maximo Asset Management; General Office Equipment; Internet Explorer; Contact Management Systems; and must be familiar with line trucks, bucket trucks, backhoes, bulldozers, specialty wire stringing equipment, snow cats and hand tools.

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
