Chelan County PUD’s low-cost electricity makes it possible for customers to carry one of the lowest “energy burdens” in the country. That means the amount of household dollars that go to pay energy bills is relatively small. Still, we know some customers struggle to pay.

The good news is that now we have the data to pinpoint these customers and find ways to help them.

Using information drawn from about a dozen sources, consultant Empower Dataworks estimates 2,100 customers in Chelan County use 6% or more of their income to pay electric bills. State officials have suggested 6% is the point where an energy burden is considered high.

Many of these customers live outside Leavenworth, in Chumstick Canyon and in the Lake Wenatchee area.  Other customers live in Entiat, Chelan Falls and Wenatchee. Many live in mobile homes and are under age 65.

PUD staff and Empower Dataworks are developing programs to lighten the load. Programs may include written guides, DIY classes and home energy audits. The goal is to identify places where actions like sealing air leaks and adding insulation could save energy.

Once recommendations are developed, they'll be presented to PUD commissioners for review and public comment.

In 2019, much of the PUD’s funding for weatherization went to low-income apartments in Wenatchee. While those projects are significant, it’s important to find ways to distribute funds throughout other areas of the county where there is need.  

All Washington utilities will need to comply with regulations under the Clean Energy Transformation Act. The act, signed into law by Gov. Jay Inslee in May 2019, commits Washington to an electricity supply free of greenhouse gas emissions by 2045. Assuring that electricity is affordable for everyone is part of the new law.

Chelan PUD has funded low-income home weatherization projects through the Community Action Council for many years. The new effort will complement that program by partnering with other organizations and finding more ways to get help to people who need it the most.

There’s more good news in the new data. Overall, only 2.1% of customers’ annual salaries goes to pay electric bills. And because Chelan PUD’s electric rates are among the lowest in the nation, 96.5% of customers pay their bills on time. Thank you!

La Equidad Energética: Ayudando la gente que más lo necesita

Chelan County PUD ofrece las tarifas de electricidad más bajas del país. Sin embargo, reconocemos que todos necesitan un poco de ayuda a veces, y en esta época más que nunca. Es por eso que diseñamos nuevos programas para mejorar la eficiencia energética en los hogares que más lo necesitan y bajar la carga…y las facturas.

Los programas nuevos se enfocarán en las familias con las “cargas de energía” más altas, o sea, los que usan 6% o más de sus ingresos para pagar su factura de electricidad. Son las familias que tienen facturas altas e ingresos bajos. Al enfocarnos en las familias que más necesitan la ayuda, mejoramos el acceso equitativo a la energía económica en nuestras comunidades.

La buena noticia es que podemos identificar esas familias con alta “carga de energía” para ayudarlas. Utilizando varios datos, el consultor Empower Dataworks estima que alrededor de 2,100 hogares en el condado de Chelan tienen alta carga de energía. La mayoría vive cerca del Cañón de Chumstick, cerca de Leavenworth, Entiat, Chelan Falls y Wenatchee. Muchos son familias que alquilan o viven en casa móvil.

Diseñamos programas para mejorar la eficiencia energética. Los programas pueden ser guías, clases o visitas en casa para identificar las oportunidades de ahorrar energía. Durante muchos años, Chelan PUD ha fundado proyectos de climatización para los clientes con ingresos bajos con Community Action Council. Nuestros programas nuevos complementan ese programa para ayudar muchas más familias.

¿Por qué nos enfocamos en la eficiencia energética en lugar de ofrecer descuentos en la factura? Un descuento solo ayuda una vez, pero las mejoras de eficiencia energética ayuda por muchos años. También, las mejoras en el hogar mejoran la comodidad y la salud y aumentan el valor del hogar. Básicamente, las mejoras de eficiencia energética ofrecen muchos más beneficios que duran mucho más que descuentos en la factura.

Una vez que nuestro equipo diseñe los programas, los presentaremos a los comisionados del PUD para su revisión y el comentario público.
