SALARY RANGE

The starting salary range for this position is $123,680 - $154,600 (based on qualifications).  With tenure and strong performance in this role an employee may earn up to a maximum of $185,520, annualized.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Overview
The Manager, Project Technology Office leads the District's Technology Project Management acting as a strategic technology advisor to business units. Primary responsibilities include end-to-end program and project management, provision of key input in to design and planning of strategic initiatives, resource management, and pro-active collaboration with other business units to create requirements, project objectives/milestones, schedules, a "definition of done", and quality control oversight throughout. As a member of the IT Leadership group, this position will contribute to the development and execution of budgets, long-term technology plans, strategies, and people development.

Responsibilities

  • Project Management Oversight: Manage technology planning and project management activities of the District's enterprise technology initiatives and provide pro-active leadership to mitigate the risks of implementing new technology into a complex enterprise system, applying appropriate risk management strategies. Develop and maintain project plans that consider strategic goals, priorities, milestones, time estimates, task sequencing, and critical paths while at the same time determining what tasks can be performed concurrently. Assess projects eliminating or minimizing scope creep. Create a consistent methodology to track and maintain future enhancements as additional requirements are added unexpectedly to a project. Measure project performance, risk, issues, and dependencies using appropriate tools and techniques and report and escalate to management as needed. Manage a team of resources to establish consistent methodology and excellence in execution. Ensure ongoing communication and alignment with business sponsors and key stakeholders including needs definition, technology strategy, scope of projects, project execution, status and risks. Work on multiple projects in parallel. Document all job-related processes and procedures.
  • Strategic Planning: Contribute to the development of long-term technology plans. Participate in group and departmental strategic planning. Initiate, and cooperatively develop business process’ surrounding the planning and intake of technology projects into the development cycle. Incorporate and champion change management according to business needs.
  • Project Management Liaison: Work with the District's Chief Technology Officer, technology Directors, and Security Team as consultant and liaison for the Technology Roadmap Steering Committee. Lend expertise and facilitate resolution of issues and concerns related to risk, prioritization, and project alignment. Identify and partner with key business users to derive needs that will enhance operations and systems.
  • People Management: Supervise Business Technology Alignment staff consistent with District policies and IT management strategy. Always ensure staff coverage for technical areas; work with other department managers for cross training strategies to meet objectives. Plan and assign work to support cohesive group function and productivity.
  • Technical Advising and Mentoring: Provide expert advice to Directors and other management on project management and SAFe Agile best practices and recommend enterprise architecture design, and Technology Roadmap alignment and prioritization. Develop talent in the Business Technology Alignment Team to increase effectiveness, build diversity, and improve bench strength. Mentor, guide, and sponsor the development of key talent. Stay current with best practices and technologies. Evangelize the Business Technology Alignment team throughout the District through partnerships and presentations.
  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Qualifications

Education
Equivalent experience (year for year) may substitute for required education.

  • Bachelor's Degree (B.S., B.A.) from a college or university in Computer Science, Project Management, or related field is required.


Experience

  • 6+ years leading information technology project management efforts for mid-to-large enterprise companies is required.
  • Experience must include examples of strategic direction and guidance to project teams and project managers to ensure continued alignment with the District’s Technology Roadmap requirements.
  • Experience should include 1 to 2 years in a lead role; prior supervisory experience is preferred.


Licenses and Certifications

  • Project Management Certification and/or Agile - Scaled Agile Framework (SAFe) Agilist is preferred.
  • Project Management Professional (PMP) is preferred.
  • Certified Project Management Practitioner (CPMP) is preferred.
  • Certified Project Manager (CPM) is preferred.
  • Professional in Project Management (PPM) is preferred.


Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities:

  • Strong knowledge of IT products and services and educated and experienced in industry best practices specific to project management, PMI's standards.
  • Knowledge of District operations and associated technology systems.
  • Understanding of software development life cycle models as well as knowledge of Agile, Continuous Delivery and Continuous Integration.
  • Solid understanding of and demonstrated experience in using agile tools.
  • Agile Project Management tools such as Azure DevOps, JIRA, VersionOne or equivalent

  • To perform this job successfully, an individual is required to have intermediate knowledge of Agile Project Management Tools (Azure DevOps, JIRA, VersionOne or equivalent), Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, Microsoft Project, Microsoft Word, PC Hardware and Microsoft Visio; and knowledge of Primavera and general office equipment.
  • Must be proficient in reading, writing and speaking English.
