SALARY RANGE

The starting salary range for this position is $219,760 - $274,700 (based on qualifications).  With tenure and strong performance in this role an employee may earn up to a maximum of $329,460, annualized.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Chief Energy Resources Officer

Overview
The Chief Energy Resources Officer is responsible for energy trading and marketing strategy development, overall direction and management of energy trading and marketing commercial activities, including portfolio integrity, risk and capital allocation, product development and structuring, and business development activities. This position also oversees customer energy service programs. This position works closely with the General Manager in developing and implementing district strategy, forecasting financial performance of the front office and structuring strategic partnerships or energy asset acquisitions. This position is also required to report on business strategy performance to the Board of Commissioners. Provides direction to management staff; prioritizes resources consistent with the objectives of the Energy Resources Group; and functions as a member of the Senior Management team.

Responsibilities

  • Provides overall direction for Energy Trading, Origination, and Transmission Analysis functions.
  • Develops and implements the long-and-short range strategic and tactical plans for Customer Energy Services, which is responsible for conservation, energy efficiency, customer solar programs, interruptible loads and other similar programs and technologies.
  • Monitors, anticipates, and seeks to influence emerging issues affecting the energy market. Rapidly identifies when strategies are not working and takes corrective action to implementing strategies and modify strategies where needed.
  • Ensures the management of multiple commodities in an integrated fashion to optimize return on capital at risk.
  • Anticipates and develops new products and services for customers and power purchasers. Identifies market opportunities for new products and services and works with risk management, legal and finance to develop and properly price the offerings.
  • Supports, through the power marketing program, the protection of the safe operation of District assets and natural resource and recreation programs. Ensures programs comply with Federal regulations. Manages stakeholder relations.
  • Develops the processes for identifying energy assets that can enhance the District’s strategic position in the market.
  • Ensures continued process improvement within the group to maximize profits, resources and minimize risk, time and costs.
  • Serves on the Risk Management Committee contributing expertise toward the overall management of District risk. Works with other departments in the District to improve information flow and decision making.
  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
  • Travel frequently via commercial carriers.
  • As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

  • This position manages/supervises people. Direct Resources Managed: 2-9. Indirect Resources Managed: 11-49.

Qualifications

Education
Equivalent experience (year for year) may substitute for required education.

  • Bachelor's Degree (B.S., B.A.) in Engineering, Finance, Economics Environmental Science or other related field from a four-year college or university is required.
  • Master’s Degree or CFA preferred.


Experience

  • 10+ years of industry experience gained in business and environmental management is required.
  • 7+ years to 10 years of proven leadership abilities and progressive energy trading experience with the ability to grow a trading and marketing operation is preferred.
  • Demonstrated experience managing a successful trading and marketing operation, investment banking, product development/structuring experience is preferred.
  • Diverse utility management experience may substitute for direct trading and marketing experience.


Licenses and Certifications

  • Valid Driver's License at hire and WA Driver's License within 30 days of hire


Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities:

  • In-depth knowledge of electric power market fundamentals, particularly in the Pacific Northwest, as well as technical indicators (can rapidly identify when strategies need to be adjusted).
  • Working knowledge of hydropower operations and characteristics
  • Working knowledge of financial principles and practices (risk attribution and structuring).
  • Working knowledge of portfolio theory and practice (risk/capital allocation).
  • Ability to refocus strategies, when appropriate, to take advantage of market opportunities in a rapidly changing environment.
  • Engage in and facilitate open discussions and debate to ensure alignment resulting in actions and support consistent with District priorities.
  • Working knowledge of risk oversight and internal control processes within a trading organization.
  • Communicate and work effectively with and across all levels in the organization, both orally and in writing.
  • Proven leadership and managerial skills of people, resources, and time.
  • Sound political acumen and ability to grasp complex multi-faceted issues.
  • Excellent attention to detail.
  • Proven ability to manage heavy and varied workload, displaying a positive approach to challenges and problem solving.
  • Knowledge of Control Area operation and regulatory requirements for an entity with generation, transmission, and load.
  • Knowledge of environmental best practices and regulations.
  • High level knowledge of the various government structures and their regulatory drivers.
  • Ability to step back from a day to day focus to consider the bigger picture that goes beyond the needs and priorities of the business unit and make substantive contributions to long-term business and District Strategic plans.
  • To perform this job successfully, an individual should have knowledge of Microsoft Outlook email software; Microsoft Excel Spreadsheet software and Microsoft Word Processing software.
  • Must be proficient in reading, writing and speaking English.

  • Chelan County Public Utility District #1 conducts background screening of senior management personnel and personnel who have substantial authority over Finance, Energy Trading, Procurement, Internal Audit, Information Technology or Compliance activities.
