SALARY RANGE

In addition to a competitive starting salary range BI Tech Analyst II ( $69,680-$87,100)  BI Tech Analyst Sr. ($86,320-$107,900) (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year. 

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

This position will be filled at either the Business Intelligence Analyst II or Business Intelligence Analyst Sr. level, contingent upon the selected candidate's education, knowledge, skills & abilities.

 

JOB PURPOSE:   The Business Intelligence (BI) Technology Analyst (II or Sr) supports the District with information and recommendations necessary to develop and maintain long term strategies and achieve strategic and operational goals through the development, administration and use of enterprise business intelligence tools, data modeling and analysis skills. The Business Intelligence (BI) Technology Analyst (II or Sr)  is key in promoting the development and regular use of financial and operational data in business decision-making through the administration, maintenance and implementation of business intelligence technology, data models and processes.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  Essential functions are those activities that, if not performed, would significantly and fundamentally alter the position.

1.  30%         BI Systems Development: Leads the monitoring and maintenance of existing data extracts and data models and recommends development of new models packages, reporting cubes, relational data models and Excel-based data extracts and transformations of high complexity for systems that are critical to financial and operational reporting.  Develops strategies to ensures published models and reports reflect changes in underlying data schemas and definitions. Creates and maintains system data model documentation. Develops reporting to support business processes.

2.  25%     Business Intelligence Systems Administration:   Independently administers the end-to-end BI systems environment(s) with support from technical, operational, and management staff and working teams. Develops and executes strategies for efficiently managing and improving  BI system content, including the District's balanced scorecard, reporting cubes, data extraction packages and reports through improved testing, monitoring, validating, and publishing BI metadata. Administers user accounts and security and troubleshoot/resolve user and software technical issues. Leads relationship with software vendors and account representatives for licensing and release management. Works with vendor support on new release upgrades/rollout, including end-user communication and education.  Works closely with software support to escalate system issues and potential bugs, submitting support tickets as necessary.  Maintains technical documentation and procedures for administering the Cognos ecosystem.  Provides end-user support.

3. 25%      BI Systems Analysis:   Analyzes, expands and/or modifies Business Intelligence systems and address issues of high complexity to serve new purposes or improve workflow. Identifies BI processing business requirements and translates into specific systems capabilities, data, and/or process designs used to develop BI solutions.  Collaborates to determine software and data architecture solutions that meet performance, scalability, reliability and security needs. Participates in cross-functional teams to make architectural decisions related to data, technology and systems tradeoffs.  Leads feasibility study development and alternatives to complex problems.

4.    10%  System Documentation & Training: Produces detailed documentation of systems and processes developed. Provides training to other departments on BI technologies and techniques as well as the systems, processes and data.

5.    10%  BI and Data Analysis: Creates new reports and dashboards utilizing the business intelligence tools. Supports the monthly and quarterly enterprise financial reporting cycle through data source and reporting cube management. Creates and maintains financial reporting cycle documentation. Leads business intelligence projects with broader scope and participate in enterprise project teams.

6. Ongoing         Maintain regular and predictable attendance:  Perform related duties and responsibilities as required.  Comply with District policies.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job. 

Post-Secondary Education:                                                      

Bachelor’s Degree (B.A., B.S.) in Computer Science, Information Systems, Information Technology, or closely related field; or the equivalent combination of education and experience.  Advanced degree, training, or certification desired.

Experience:

BI Technology Analyst II: Typically requires a minimum of three (3) years analyzing and administering enterprise reporting platforms, developing complex data models, reports, and dashboard design, and performing financial and operational reporting and analysis.   Utility experience is desired. 

BI Technology Analyst Sr. : Typically requires a minimum of six (6) years analyzing and administering enterprise reporting platforms, developing complex data models, reports, and dashboard design, and performing financial and operational reporting and analysis.  Experience including a minimum of 2 (two) years direct experience with IBM Cognos Analytics is desired.  Utility experience is desired. 

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities.

Knowledge

  • Advanced knowledge analyzing, administering, and designing enterprise business intelligence solutions (advanced knowledge of IBM Cognos Analytics is desired).
  • Advanced knowledge of business and process analysis functions. Knowledge of the design, development and application of technology and systems to meet business needs.
  • Deep knowledge of business intelligence and information processing such as data integration, reporting and analysis. Experience with logical data design and data mapping or data conversion.
  • Advanced knowledge of analytical and statistical techniques.
  • Business Intelligence tools and concepts (IBM Cognos Framework Manager and Transformer are desired).
  • Technology architecture and designs 
  • Business performance measurement methods
  • Intermediate knowledge of Excel, Word and PowerPoint

Skills & Abilities:

  • System and security administration for enterprise BI solutions.
  • Project management skills, including ability to lead cross-functional teams.
  • Experience creating multi-prompt reports with drill-through capabilities
  • Experience scheduling and monitoring data acquisition jobs
  • Excellent analytical, problem-solving and research ability as evidenced by experience in the identification of requirements and the definition, evaluation, and selection of appropriate solutions to business problems or opportunities
  • Advance abilities in multidimensional cube modeling.

Must be proficient in reading, writing and speaking English.                                                         

Mathematical Skills:    Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.                                                 

Reasoning Ability:  Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment: To perform this job successfully, an individual is required to have intermediate knowledge of Microsoft PowerPoint, Microsoft Word and Microsoft Excel.
