SALARY RANGE

In addition to a competitive starting salary range of $163,520-$204,400 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.

JOB POSTING

The Director, Engineering & Project Management leads and directs multiple teams of  engineers, construction and project managers, schedulers, planners, drafters, GIS, surveyors, and other support-staff, who plan, engineer, manage and support projects for the District’s Generation, Transmission, Fiber, Distribution and Water/Wastewater systems and other District facilities such as hatcheries and recreational facilities.  This position directs and oversees planning, feasibility evaluation, engineering design, project management, engineering analysis and troubleshooting, QA/QC, construction inspection, surveying, drafting services and dam safety. 

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.

  1.        35%       Manage and direct EPM in the planning, analysis, evaluation, engineering design, management, and construction of projects for power generation, dam safety, transmission distribution, water/wastewater systems and other District facilities. Directs the support of District operations through technical analyses and troubleshooting.  Manage and direct delivery of projects that achieve performance and quality standards, customer expectations and District goals. 
  2.   25%                Directly and indirectly supervise managers, professional staff, and project support staff, establishing performance goals, evaluating performance, developing employee skills and competencies, and performing succession planning, hiring, discipline, etc.  Models District values and sets the tone for employees, leading by example.
  3.  20%                Direct the preparation of capital and O&M project scopes, schedules and budgets utilizing District processes and tools (Maximo, Primavera, etc.) to support District initiatives such as project, asset and portfolio management. Develop department goals and work plan.  Implement plans and monitor achievement of plan goals and budget targets.  This includes following District policies and procedures and work with client departments to establish project priorities.  
  4. 10%                Further advance the maturity level of the Project Management Discipline (PMD) within EPM.  Support the District’s asset and project portfolio management programs. Assist with project and contract prioritization.
  5.  10%                Establish project procedures and quality assurance/quality control policies, objectives and procedures with the input of internal clients to achieve District and business plan goals, such as delivering the best product for the lowest cost.
  6. Ongoing       Develop and maintain productive partnerships with staff at all levels including the Board of Commissioners, senior management, middle and line management staff, and individual contributors assigned to Hydro plants, Distribution, Transmission, Water/Wastewater, and Finance.  Develop and maintain positive relations with peer agencies and regulatory agencies (FERC).
  7. EF           Ongoing       Promote and implement new ideas to improve department efficiencies and the District’s return on investment.
  8. EF           Ongoing       Maintain regular and predictable attendance.  Perform related duties and responsibilities as required.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
  9.     Ongoing       Is required to drive a motorized vehicle while conducting business on behalf of the District.

SUPERVISORY RESPONSIBILITIES:  Manages four (4) subordinate supervisors who supervise approximately 70 employees in the Engineering and Project Management department.  Is responsible for the overall direction, coordination, and evaluation of this unit.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.  

Post-Secondary Education:   BS degree in civil, mechanical, or electrical engineering, construction management or equivalent combination of education and experience.  Registration as a Professional civil, mechanical, or electrical Engineer in Washington State is preferred.  Project Management Institute (PMI) PMP certification or equivalent is also preferred.

Experience:      Requires a minimum of fifteen (15) years of professional engineering and/or project management experience, including ten (10) years leading the delivery of a variety of large-scale construction projects.  Five (5) years demonstrated successful supervisory experience is required.  Experience with hydro power generation strongly preferred.    

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:

Knowledge:

  • In depth knowledge of QA/QC methods, project management techniques and engineering analysis processes
  • Sound knowledge of federal, state and local laws and regulations relating to utility systems.
  • Strong working knowledge of District processes and plant equipment and assets.

Skills & Abilities

  • Skilled at planning, organizing and directing a multidisciplinary and highly technical staff.
  • Ability to develop, prioritize and implement effective and measurable department strategic and operational plans that align with District goals and objectives
  • Ability to think critically and strategically.
  • Ability to develop and maintain strong relationships with all levels of management and project stakeholders
  • Adept at communicating effectively and persuasively in both oral and written communications.
  • Strong presentation skills
  • Must be proficient in reading, writing, and speaking English.
  • To perform this job successfully, an individual is required to have knowledge of PeopleSoft Financials; PeopleSoft Timekeeping/HR; Microsoft Outlook; Microsoft Excel; Microsoft Word; Microsoft PowerPoint; Maximo; Primavera; general office equipment including computers; and vehicles.

 Complexity:  Applies a high level of leadership and business skills in a highly complex role, within a division or business unit. Establishes policies, business plans and priorities.  Provides significant input into functional strategy.  Problems and opportunities are strategic and have a broad, significant impact on the business unit.

Decision Making:  Oversees multiple teams and/or major work processes with high visibility to elected officials, regulatory bodies, financing organizations, etc. Provides general oversight to multiple managers and supervisors performing varying tasks in different fields.  Receives direction from senior manager or the General Manager.

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
