CONTRACT RATE

The starting contract rate for this position is $33.75 per hour, plus an additional $.50 per hour in lieu of employee benefits.  Additionally, and in accordance with the Washington State Paid Sick Leave Law, such employees will accrue one hour of paid sick leave for every 40 hours actually worked.

JOB DURATION

This seasonal position is anticipated to last from the beginning of March through early May.  Employees live onsite at the job location in a company provided travel trailer during scheduled work days.

JOB POSTING

JOB PURPOSE:  Works independently under general direction from the Fish & Wildlife Superintendent, Fish and Wildlife General Foreman, or Fish and Wildlife Foreman to assemble, install, operate tools and equipment or remove equipment needed to carry out complex biological tasks and wildlife habitat projects. Collects, calculates and records moderately complex data results related to fishery activities, in support of District biology studies.  Works in remote areas, at times independently, conducting surveys 

JOB FUNCTIONS:  To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  

1.    Assist the District’s Biologists in performing moderately complex fishery and wildlife support for studies, surveys and projects. Performs tagging, releasing fish in to the river, gathering and documenting data results, and writing reports on biological studies/surveys performed by the District. Collect and record moderately complex technical data for various fish and wildlife projects as needed. 
2.    Steer boats using navigational instruments to support and/or assist other District departments and contractors working remotely on District salmon spawning surveys. Install, construct and maintain fish and wildlife habitat projects.
3.    Assemble, install, maintain or remove equipment needed to carry out biological tasks.   
4.    Operate, monitor and perform daily maintenance, including but not limited to: wildlife apparatus, vehicles, boats, tankers, trailers, pumps, nets, seines, irrigation systems, power tools and equipment (excluding metal fabrication and mechanical or electrical repairs to Fish & Wildlife equipment).     
5.    Drive a motorized vehicle while conducting business on behalf of the District.
6.    Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

SUPERVISORY RESPONSIBILITIES:  This job has no supervisory responsibilities; however, incumbents in this position may be upgraded to Fish & Wildlife Specialist Foreman on an as-needed basis, to oversee the daily work of approximately six (6) seasonal Fish & Wildlife bargaining unit employees.

QUALIFICATIONS:  The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job. 

Post-Secondary Education:  No higher-level education required. College-level course work or degree in Fish & Wildlife or Natural Resources directly related field is preferred. 

Experience:  A minimum of two (2) years experience directly relating to Fish and/or Wildlife biological studies. Experience performing studies, research, or resource management activities in a fish or wildlife program that include gathering data, analyzing data, or preparing reports is preferred. Experience in a hydro utility environment is strongly preferred.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:
The position requires a strong working knowledge of the principles of fisheries research and knowledge. 

Knowledge 
•    Must be able to comprehend and direct implementation of biological studies. 
•    Demonstrated mechanical aptitude for biological collection systems.  
•    Knowledge of local fish and wildlife species
•    Ability to collect and record data in a timely and accurate manner.  

Skills & Abilities: 
•    Must have ability to assume Foreman duties
•    Must be able to instruct others in the operation and adjustment of all apparatus in a safe and efficient manner
•    Must be physically capable of strenuous and demanding outdoor work. 
•    Must be able to work with staff biologists and other District personnel in a positive team environment. 

Language Skills:  Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Must be proficient in reading, writing and speaking English. 

Mathematical Skills:  Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. 

Reasoning Ability:  Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Complexity:  Prioritizes and performs a broad range of moderately complex technical or professional work.  Solves day-to-day problems using established policies, regulations, or work rules.  

Level of Decision Making:  Works independently, under limited supervision.  Acts as a resource for colleagues with less experience.  Trains and mentor’s others.  May act as a team leader.  Advises management on best work methods, processes and/or application of policy.  Receives guidance in complex situations.

Computers & Equipment:  A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:  To perform this job successfully, an individual should have knowledge of P3 and PIT-Tagis; Database software; Internet Explorer software; PeopleSoft Timekeeping/HR; Microsoft Excel; Microsoft Word; Microsoft Outlook; General Office Equipment; and Power Equipment. Must be able to operate forklifts, boats, outboard motors, power tools, hand tools and equipment.
