CONTRACT RATE

Engineer Aide: $29.85 -  per hour 
Junior Engineer: $41.68 -  per hour 
Engineer Assistant: $44.47 -  per hour

JOB POSTING

This position will be filled at either the Engineer Aide, Junior Engineer, or Engineer Assistant level, depending on a combination of education and years of prior experience.

Job Purpose:

Aide/Junior Engineer: Under general supervision, perform fiber-optic customer service engineering for the District. Initiate stakeholder engagement by meeting directly with internal and external agencies, and customers to interpret, evaluate, and design fiber-optic infrastructure. 

Engineer Assistant: Under minimal supervision, takes a lead role in the design, engineering and planning for the District’s customer growth and expansion projects, new developments and mandated projects identified in the annual work plan. Works directly with customers and Operations Superintendents on maintenance projects, customer growth projects and other planned Fiber and network system projects. Supports the Customer Service Engineering department with other routine design and planning duties for utility services including Fiber and Networks projects. Responsible for initiating stakeholder engagement, meeting directly with internal and external agencies, customers and clientele to interpret, evaluate, and design water, Transmission and Distribution electrical and networks infrastructure.

Job Functions:

Engineer Aide: Perform field studies and prepare designs and cost estimates. Communicate with internal and external customers daily. Prepare and submit applications for easements and permits. Write correspondence and technical reports. Perform inspections during and after construction to ensure compliance. 

Junior Engineer: Communicate with internal and external customers daily. Prepare and deliver cost estimates. Perform job planning and scheduling for non-emergent work orders. Develop budget estimates for equipment, materials, supplies, tools and vehicles. Recognize, investigate, and document boundary and right-of-way evidence. 

Engineer Assistant: Coordinates and leads planning meetings with internal and external customers. Utilize a variety of standards and general engineering principles for reviewing applications for service and to generate construction job plans and cost estimates. Prepares scheduling proposals for work in accordance with the Annual work plan and customer needs. Reports on job site readiness, land use rights, inspections of customer installed facilities and communicates scheduling requirements with District Superintendent, Engineering Supervisor and customers on a daily basis. Coordinates field investigations and generates mitigation plans to resolve encroachments or NESC clearance violations. 

Qualifications:  

Engineer Aide:
Post-Secondary Education:  No post-secondary education required.
Experience:  Requires a minimum of one (1) year of technical experience (such as engineering, drafting, surveying, GIS, CAD, construction management, etc.), preferably in the utility industry in the area of fiber services.

Junior Engineer: 
Post-Secondary Education:  No post-secondary education required.  Two (2) years of college-level courses in engineering technologies or related field with a strong emphasis on math, science and economics is preferred. 
Experience:  Typically requires a minimum of three (3) years utility engineering for fiber and network systems with associated field staking experience.  Consideration may be given for post-secondary or equivalent education and or successful demonstration of the required knowledge, skills, and abilities in lieu of years of experience.  Experience in cost estimating using CMMS/Maximo or other maintenance management system is preferred.

Engineer Assistant: 
Post-Secondary Education:  No post-secondary education required.  AS degree in the field of engineering, with a strong emphasis on math/sciences such as calculus, linear algebra, classical physics, and engineering economics is preferred. Preference will be given to applicants who have successfully completed the NWPPA Staking Technician Certification Program or equivalent course work.

  • Experience:  Typically requires a minimum of five (5) year of experience working in a utility engineering position.  Consideration may be given for post-secondary or equivalent education, such as substituting two (2) years of coursework in an engineering program for two (2) years of experience.  Required experience includes design, construction and unit price cost estimating for Fiber systems, creating and working with Fiber system maps and one-line diagrams, project planning, computer aided drafting (CAD), Geographic Information Systems (GIS) and surveying equipment. CMMS/Maximo or equivalent work management systems are preferred.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:

Knowledge:

•   Working knowledge to in-depth knowledge of engineering principles and practices and proficiency in the use of AutoCAD Software, GIS and Microsoft business applications including Visio is required.  Basic to in-depth knowledge of NESC and NEC. For Engineer Assistant, incumbent shall have a thorough understanding of blue print reading, drafting fundamentals, surveying and field staking functions.

Skills & Abilities:

•   Prefer experience with CMMS/Maximo or other maintenance management system, including cost estimating software.

•   Requires excellent interpersonal, written and verbal communications skills.

•   Must be able to solve both algebraic and trigonometric computations accurately.

•   Demonstrated ability to plan and schedule work is required.

•   Requires ability to perform multiple tasks simultaneously while maintaining a dynamic daily work schedule, including periodic overtime and irregular work hours (before 8:00 am and after 5:00 pm). 

Language Skills:  Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.  Must be proficient in reading, writing and speaking English.  Bilingual fluency in English and Spanish is preferred.

Decision Making:  Follows established procedures.   Establishes daily work priorities. May train lower level employees. Escalates problems or issues to supervisor and provides recommended solutions. Escalates unusual or complex issues to supervisor. For Engineer Assistant, works independently, under limited supervision.  Acts as a resource for colleagues with less experience.  Trains and mentor’s others.  May act as a team leader. 

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment: To perform this job successfully, an individual is required to have knowledge of PeopleSoft Financials; PeopleSoft Time Entry/ HRIS; Microsoft Outlook; Microsoft Excel; Microsoft Word; Microsoft PowerPoint; Microsoft Project; Microsoft Access; Primavera; Maximo Order Processing; Maximo Asset Management; Maximo CCMS Work Management; PC hardware, heavy equipment, and servers. To perform this job successfully, an individual must be able to operate general office equipment; power equipment; 4-wheel drive vehicles; GPS Equipment, survey levels, range finders, grade stakes and other measuring devices.

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
