SALARY RANGE

In addition to a competitive starting salary range of $70,720-$88,400 (HR  Analyst) or $87,920-109,900(Sr. HR Analyst) (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year. 

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

Sr. HR Analyst/HR Analyst (Compensation)

This position will be filled at the Sr. HR Analyst or HR Analyst level, contingent upon the selected candidate's knowledge, skills, abilities and experience. A Sr. HR Analyst is preferred.

JOB PURPOSE:  The HR Analyst (Compensation) supports analysis and administration of HR programs to achieve the District’s competitive market position and HR program goals.  Collaborates across Human Resource to provide project and analytical support.  Monitors compliance with overall District policies and pertinent federal and state laws and regulations.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions are those activities that, if not performed, would significantly and fundamentally alter the position. This position does require working out of the Wenatchee HQ location.

        % of Time        Job Functions

  1.      30%   Market Pricing & Benchmarking: Establish market rates for District jobs by conducting job pricing in accordance with Compensation Program policies, guidelines, and anti-trust regulations. Participate in surveys to provide cost effective survey resources and to monitor pay and benefit.  Recommend market adjustments consistent with the District’s guidelines.
  2.    25%    Job Description Administration:  Collaborate with managers to develop, update and maintain multi-level job families and job descriptions intended to meet the District’s operational needs in a manner supporting compensation, recruiting, and performance management practices and compliance with internal/external regulatory requirements.  Evaluate and recommend FLSA classifications of exempt or non-exempt.  Assist in the administration of the job change process.  Respond to public information requests.
  3.  25%    Pay Administration:  Recommend starting salaries, and coach managers in making pay decisions that align with the District’s compensation policy and guidelines.  Support the administration of the annual salary increase process by preparing decision making tools and reports, preparing communications and decision support documents, conducting analysis of pay decisions, and processing increase decisions.  Compile compensation and labor rate information to support the District’s annual budgeting process.
  4.  10%    HR Management Support & Analysis:  Collaborate within HR and across the organization to provide assistance and information.  Train HR staff and managers on appropriate use of processes, and software tools.  Support internal analysis projects, as assigned.              May provide back-up to other HR professionals such as benefits specialists, leave administrators, generalists, and recruiters. 
  5. 5%  HR Process & Technology System Improvement:  Contribute to the continuous improvement of HR technical and administrative systems and processes by participating in system implementation, automation, expansion, analytics, and upgrade projects.  Test compensation tools, find issues, and recommend improvements. 
  6. 5%    Analysis and Special Studies: Collect data and update models or analysis programs to prepare management decision support information.  Assist with system analytics and reports.  Assist with compliance reviews, as assigned.
  7. Ongoing           Maintain current knowledge of regulatory requirements related to employee compensation and benefits.
  8. Ongoing           Provide content to and/or maintain confidential employee records and information.  All Human Resources Department employees are required to restrict access to confidential employee records and information from any unauthorized person, except on a need-to-know basis.
  9. Ongoing         Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

 

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.

Post-Secondary Education:                                                        

Bachelor’s degree (B.S., B.A.) in human resources, business administration, finance, or related field; or the equivalent combination of education and experience.  Certified Compensation Professional certification preferred.  PHR or similar certification desired.

Experience:

HR Analyst: Typically requires a minimum of three (3) years professional-level HR Analyst or closely related experience such as Compensation Analyst, data analyst, management analyst or financial planning analyst.  HR Generalist experience desired.  Experience in the utility industry or public sector is desired. 

Sr. HR Analyst: Typically requires a minimum of five (5) years professional-level HR Analyst or Compensation Analyst experience developing job descriptions; performing analytical work such as market pricing, measuring program results, and developing complex decision support tools or reports; and collaborating with management and influencing management decision making.  Candidates with closely related experience in a management decision support role, such as data analyst, management analyst, or financial analyst will also be considered.  Candidates with HR Generalist or Business Partner experience desired.  Experience in the utility industry or public sector is also desired.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities.

Knowledge

Mathematical Skills:  Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment: To perform this job successfully, an individual is required to have basic knowledge of Tableau and Microsoft Powerpoint; intermediate knowledge of Microsoft Outlook, Microsoft Teams, Microsoft Word, PeopleSoft HRIS, General Office Equipment, PayFactors and JDXpert; and advanced knowledge of Microsoft Excel.
