SALARY RANGE

The position will be filled at varying levels based on the candidate's qualifications, skills and abilities. Level I - $58,400 - $73,000; Level II $67,600 - $84,500; Senior $81,520 - $101,900. 

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

The position will be filled at level I, II or senior based on the candidate's knowledge skills and abilities.

The Internal Auditor plans, organizes and conducts small - complex audits and other engagements to provide risk-based independent, objective and reliable assurance, advice and insight services to the organization. Evaluates, monitors and improves the effectiveness of risk management, controls and governance processes as they relate to the accomplishment of organization goals and objectives, the operational optimization of processes and the protection of assets.  Ensures compliance with the State laws and Chelan PUD ("District") policies and procedures.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions are those activities that, if not performed, would significantly and fundamentally alter the position. Secondary functions are activities not fundamental to the job and may need to be relaxed to accommodate an otherwise qualified applicant with a disability.

1. EF Conduct all phases of small risk-based integrated audits of financial,
compliance and operational areas and consulting services to management, including planning, fieldwork, and reporting that ensure compliance with departmental policies and procedures and Standards from the Institute of Internal Auditors International Professional Practices Framework (IPPF). Assess a broad spectrum of risk areas including strategic, operational, compliance, fraud, financial, general IT, etc., to develop audit objectives, audit programs and the appropriate scope and procedures that address governance, risk and control processes. Communicate effectively with stakeholders and audit management throughout the process. Develop, communicate, and monitor implementation of value-added recommendations that improve and enhance District operations.
Prepare reports and effectively present results in a clear and concise manner to management. Assist the Senior Internal Auditor on complex department audits when necessary.

2. EF Conduct quarterly audits of the District’s P-card program and summarize the results. Conduct quarterly expense report reviews, review and approve District expenditures in accordance with RCW 42.24.080 and District policies, procedures and processes.

3. EF Collaborate with District staff to provide input and review of new or revised policies and procedures. Monitor compliance with state laws and District policies, procedures and processes.

4. SF  May participate on special projects and cross functional teams to promote, facilitate and develop effective risk management and internal control systems. Provide guidance concerning the effects of State or Federal requirements and assist in analyzing and developing alternatives. May attend audit committee meetings to communicate audit results.

5. EF Ongoing Promote teamwork and foster productive working relationships within the department, the Legal Group and the District.

6. EF Ongoing Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

7. SF Ongoing Drive a motorized vehicle while conducting business on behalf of the District.

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.

Post-Secondary Education:

Bachelor's degree (B. S., B. A.) in Finance, Business Administration, Public Administration or a related field from a four-year college or university; or equivalent combination of education and experience. Senior level incumbents are referred to hold professional certifications such as CIA, CGAP, CPA and/or CFE).

Experience:

Typically requires a minimum of one (1) year experience assisting or leading the planning, conducting and/or reporting of formal audit processes (senior level incumbents are required to have six years' described experience).   Government or Public Utility auditing and/or State Audit experience is preferred. Background in internal auditing is also preferred. Experience applying knowledge of the Institute of Internal Auditor’s International Professional Practices Framework (Red Book) and GAO’s Government Auditing Standards (Yellow Book) is preferred.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities.

Knowledge:
•General knowledge/understanding of all aspects of internal audit theory and practice, RCW's, WAC's, District operations, governance processes and internal controls
•Exposure to risk-based auditing, risk identification and mitigation
•Basic understanding of financial and economic conditions of the utility industry is required
•IPPF Standards to include methods and techniques for planning audits, including risk assessments and audit program development and the Code of Ethics
•Techniques and practices related to negotiations and compromise

Skills & Abilities:
•Ability to apply principles of the Professional Code of Ethics (integrity, objectivity, confidentiality and integrity) to all aspects of job responsibilities

To perform this job successfully, an individual is required to have basic knowledge of Maximo Order Processing, Maximo Asset Management, Microsoft Outlook, Microsoft Power Point, PeopleSoft Financials, PeopleSoft HRIS, Database Software and Internet Explorer; intermediate knowledge of Microsoft Excel, Microsoft Word and General Office Equipment.
