SALARY RANGE

In addition to a competitive starting salary range of $99,120 - $123,900 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.

JOB POSTING

JOB PURPOSE:
The Cybersecurity Network Analyst Sr. is responsible for the development, implementation, and administration of a cyber-security program to protect against cyber-security threats and risk. The incumbent will use industry best practices and standards to actively monitor Chelan PUD’s (the District’s) Fiber and Telecom assets for malicious cybersecurity activities; identify and detect cybersecurity risks and apply effective mitigation to prevent and minimize the impact; determine methods and tools, create security standards and policies, and promote compliance in coordination with Fiber and Telecom, IT and OT network and system engineers, and cybersecurity process owners.

1. EF 40% Cyber Threat Defense: Monitor for and analyze newly discovered cyber threats and develop approaches to defend against them. Participate in the design of new
applications/systems, and review and improve existing applications/systems. Maintain an awareness of current and proposed security standards, industry best practices, compliance requirements related to network cyber-security.

2. EF 30% Program and Standards Development & Administration: Develop and maintain an effective, Cybersecurity program capable of identifying cyber-security risks and threats, including intrusion detection and action plans to avoid and minimize the impact. Apply a crossfunctional approach to ensure consistent and effective cyber-security practices between the Fiber and Telecommunication business unit, IT, and OT. Create and maintain a disaster recovery (DR) plan.

3. EF 15% Documentation: Maintain a Cybersecurity documentation set that will include the policies, procedures.

4. EF 10% Monitoring: Monitor outside resources for known threats and formulate a plan to mitigate (i.e., MS-ISAC, BitSight).

5. EF 5% Reporting: Report our current Cybersecurity posture at regular intervals to senior management.

6. EF Ongoing Drive a motorized vehicle while conducting business on behalf of the District. 

7. EF Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Post-Secondary Education:
Bachelor's degree (B.S., B.A.) in IT or Management Information Systems; or equivalent combination of education, experience and training. Certifications such as CCNA, CISSP, CCSP, and NRS preferred.

Experience:
Requires a minimum of six (6) years of related experience including four (4) years of increasingly responsible Wide Area Networking (WAN) experience.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities.
Knowledge:
• Has solid understanding of ISO/IEC 2700 guideline on Information Security Management standards
• In depth understanding of the open Systems Interconnection (OSI) layer model
• Demonstrated proficiency with Local Area Networking LAN and Wide Area Networking (WAN)
• Advanced routing and switching knowledge
• Advanced knowledge of most networking protocols
• Authentication Authorization Accounting (AAA) Cybersecurity best practices
• Well-developed knowledge of computer hardware
• Has diverse knowledge of open-source software and how it can be used effectively
• Knowledge of Microsoft Office applications.
• In depth knowledge of fiber optic networking, Ethernet and most other IP based technologies.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment: To perform this job successfully, an individual is required to have basic knowledge of PeopleSoft HRIS; intermediate knowledge of Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, Microsoft Word,
PC Hardware, General Office Equipment and server hardware and software, i.e. RAID, Virtualization and Linux/UNIX OS; advanced knowledge in Network Monitoring/Management Systems (NMS), Linux OS, Access Management Systems (AMS) and Moving Network Services Platform (NSP).

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
