SALARY RANGE

This position will be filled at level I or II. In addition to a competitive salary range (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year. 

Level I (non-exempt) $31.79 - $37.40 per hour; Level II (exempt) $77,120 - $96,400 annualized

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

JOB PURPOSE:
The position will be filled at a level I or II. The Data Analyst will design, develop, enhance and utilize advanced data analytics and business intelligence information to enable Chelan PUD to build and sustain a ‘best in industry’ data-driven decision making environment, supporting a culture of continuous learning.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.

1. EF 40% Data Analytics - Design, develop, enhance and use advanced data analytics and tools to meet customer and business needs. Analyze data, formulate and communicate insights. Perform basic to complex analysis of large and diverse datasets, such as advanced metering data, hydro operational data, etc. Programmatically evaluate noisy data and develop automated analytics processes. Explore data sources, processes, uses and definition. Clean, process and translate data into model designs that are tested, refined, moved to production and maintained. Level II incumbents may programmatically evaluate noisy data and develop automated analytics processes; explore data sources, processes, uses and definitions.

2. EF 25% Business Intelligence - Support or collaborate on the design, development and use of new and existing business intelligence processes and reporting tools. Conduct quality assurance checks. Create recurring reports. Develop reporting dashboards. Perform ad-hoc requests as assigned, etc. Provide direct support of business intelligence tools, data environment, performance reporting metrics, and financial data cubes. Test, monitor, validate and publish business intelligence content. Level II incumbents may conduct quality assurance checks, create recurring reports and develop reporting dashboards.

3. EF 20% Reporting, Communications & Collaboration - Perform basic to complex ad-hoc requests, including data analytics, reporting needs, and process improvements and automations. Provide data analytics insights and expertise and actively participate on Data Analytics and Business Intelligence core team. Collaboratively work and communicate with members of cross-functional teams and internal stakeholders. Level II incumbents make written and verbal recommendations to management to provide ongoing insight into strategy and operations.

4. EF 15% Project Teams - Participates on project teams performing individual assignments. Coordinates and facilitates project team meetings. May lead data analytics, business intelligence initiative, or research efforts of a limited nature or small scope and impact. Level II incumbents may provide training and guidance to junior level staff.

5. EF Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Post-Secondary Education:
Bachelor’s degree (B.S., B.A. from a college or university) in mathematics, business, information technology, management information systems, or related field or equivalent combination of education and experience. Master's Degree is preferred for level II incumbents.

Experience:
This position typically requires a minimum of one (1) year of experience (four [4] years for level II incumbents) in a data analytics, business intelligence, or closely related role. Candidates will have demonstrated experience designing, developing and implementing one or more of the following: Technology solutions to support user needs, data analytics, corporate performance reporting and/or dashboards.

Must be proficient in reading, writing and speaking English.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:
To perform this job successfully, an individual is required to have knowledge of PeopleSoft Financials; PeopleSoft Time Entry/HRIS; Microsoft PowerPoint; Microsoft Project; Primavera; Maximo Order Processing; Maximo Asset Management; PC Hardware; Servers; General Office Equipment; FileNet; Business Intelligence Tools such as Cognos, Oracle; and Data Analysis Tools such as R, Python, PI, and SQL. Intermediate knowledge is require in Microsoft Outlook and Microsoft Word. Advanced knowledge is required in Microsoft Excel.
