SALARY RANGE

In addition to a competitive salary range of $88,125 - $117,500 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year. 

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

JOB PURPOSE:
As a cross-departmental leader, the Program Manager - HPI, Operational Excellence & Strategy drives a District-wide vision and strategy for a sustainable OE culture and a mindset of continuous improvement and organizational learning in safety, quality, and production achieved with a high degree of employee engagement. This role develops strategic roadmaps, plans, initiatives, tools, and teams required to support the District’s leadership in this transformation, both within business units and the District at large, and acts as a change leader for this culture.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.

1. EF 40% Strategy & Program Development: Develop, implement and monitor Safety & HPI (Human Performance Improvement) strategic business plans summarizing multi-year and multi divisional, initiatives, milestones and status, in alignment with the District's strategic and business plans. Partners with senior management to lead cross-functional Safety, HPI and Operational Excellence (OE) programs and project teams, and to plan, organize, and execute complex projects across multiple business units. Lead the District's OE transformation by developing and implementing the Safety Communication Plan designed to empower employees to learn, adjust and grow within a continuous improvement culture. Develop and drive a District Five-Year OE & HPI Culture Plan and chair the District's HPI Steering Committee.

2. EF 30% Learning Culture & Continuous Improvement: Lead the development of the District's OE learning and continuous improvement culture, with an emphasis on employee-focused change management, including data-driven decision-making, causal analysis, the application of scientific methods and HPI. Partners with operational leaders to assess, develop, implement and audit innovative safety, production, and quality process improvement solutions achieved with a high degree of employee engagement. As a member of the incident investigation team, lead operational learning in response to events. Lead OE and Safety benchmarking and share best practices internally and externally for District-wide adoption.

3. EF 30% Consultation, Coaching & Thought Leadership: Build OE capabilities and capacity throughout the organization by designing educational programs and tools for all employees, coaching operational leaders in the application of organizational learning and continuous improvement to address complex problems. Act as a thought leader in external HPI and OE learning opportunities and organizations in order to identify best practices, tools, and concepts for application at the District. Lead the development of business unit champions and their own unit OE project plans. Implement a strong focus on effective leadership development, and project and change management to support the cultural transformation.

4. EF Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Post-Secondary Education:
Bachelor's degree (B.S., B.A. from a college or university) in Organizational Development, Human Resources, Business, Safety, Communications, the Humanities, or other related fields with an emphasis on communications, leadership and/or learning; or equivalent combination of education and experience.
Professional certifications such as those listed below, or continuing education related to organizational development, change management, human performance improvement, or project management are preferred.

Certification Examples:
SPHR – Senior Professional in Human Resource
CPLP – Certified Professional in Learning and Performance
CPT – Certified Performance Technologist
PMP –Project Management Professional

Experience:
A typical incumbent will have a minimum of seven (7) years of increasingly responsible experience with specific examples doing two or more of the following:
• leading organizational change initiatives in support of senior leadership
• developing divisional and/or organizational learning initiatives
• leading cross-functional teams, projects and/or divisional strategies
• developing leadership development programs, including coaching

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:

Knowledge:
• Knowledge of effective change management and leadership approaches
• Expert knowledge of Human Performance Improvement and/or Continuous Improvement methodologies and tools.

Skills:
• Strong analytical and problem-solving skills with ability to understand both strategic concepts and operational details
• Problem solving skills; the ability to break large problems into smaller parts, identify options and select the best option
• Excellent interpersonal, written/verbal communication and presentation skill

Abilities:
• Ability to understand and communicate strategic concepts and then seamlessly move into detail
• Ability to extract, create and analyze data, translating it into information.
• Ability to influence internally and externally
• Ability to demonstrate leadership competencies to drive organizational change.
• Ability to plan, develop, test and deliver learning tools, presentations and training to audiences at all levels of the organization

Language Skills:
Must be proficient in reading, writing and speaking English.
