SALARY RANGE

The position will be filled at a senior or principal level (based on qualifications, skills and abilities). In addition to a competitive salary range, Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year. 

General hiring range: Senior $94,880 - $118,600; Principal $105,920 - $132,400

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

The Project Manager incumbent is responsible for leading project teams in the day to day execution of projects of typically medium to high complexity and single or multiple year duration to achieve an established set of outcomes. Responsibilities include all phases of projects, including initiation, planning, execution, and close-out on time and within budget.

A Project Manager may be assigned to manage facility construction or major maintenance projects in areas such as hydro power plant rehab, utility transmission or distribution system construction, major building construction, and/or telecommunications building infrastructure. The specific position is dedicated to hydro power plant rehab.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. # EF/SF Job Functions
1. EF Project Execution: Complete development and implement projects of typically medium to high complexity and single or multiple year duration according to the project goals and objectives. Establish the basis for performance measurement and control project work scope by measuring progress in accordance with project plans and objectives.

Based on the level of incumbent, job complexity generally have some or all of the following characteristics:
• Some to high risk to the District;
• Some to high technical complexity
• Impact more than 10-20 stakeholders
• Involve a project team of 10-20 team members
• May impact multiple business units and/or leadership to managers
• Budgets typically greater than $5M and up to multi-million dollars
• Require management of vendor(s) and consultant(s)
• Change management responsibilities

2. EF Project Planning: Develop plans to implement and manage projects including resource requirements, milestones, deliverables, risk assessments, cost estimates, quality requirements and project-specific policies, procedures, and guidelines. Work with stakeholders to develop project objectives. Principal level incumbents develop planning procedures for use District wide, and contributes to the development of long range plans and budgets.

3. EF Project Control Systems: Establish and follow effective project control systems to ensure contractor and District activities comply with established work schedules and contract terms. Principal level incumbents develop project control procedures for use District wide.

4. EF Quality Control: Ensure that quality controls are established and in place throughout the project to ensure customer satisfaction, cost effective design and technical requirements are of project are met. Principal level incumbents develop quality procedures for use District wide.

5. EF Project Team Direction: Develop and implement viable project teams to ensure effective performance of project functions. Create a team environment that encourages excellent performance and timely decisions. Identify appropriate staff resources and negotiate with resource manager(s) to fill necessary positions. Coordinate with other managers to ensure project resources are fully utilized. Escalate project issues and decisions to decision makers in a timely manner. Ensure peer review of project work products is performed by qualified staff. May perform some hands-on engineering and/or construction manager work. May perform field data collection using engineering instruments, digital technologies, ladders, lifts, or small tools.

6. EF Communications: Communicate project progress with supervisor, project teams, and internal clients. Collaboratively develop communications with external clients, project stakeholders, and regulatory agencies. Principal level incumbents may communicate with Board of Commissioners.

7. SF Development & Mentoring: Continue to develop and refine project management skills through continuing education and training. Mentor lower level Project Managers. Principal level incumbents assist in the development of District project and program management standards, procedures, and guidelines; and provides strategic contributions on advancing the project and program management disciplines at the District.

8. EF Ongoing Drive a motorized vehicle while conducting business on behalf of the District. 

9. EF Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.

Post-Secondary Education:
Bachelor's degree (B.S., B.A.) in Construction Management; Electrical, Civil, or Mechanical Engineering; Network Engineering, or a related field, from four-year college or university; or equivalent combination of education and experience. Incumbents are required to obtain and maintain PMP certification from the Project Management Institute within 12 months of entry into the role.

Experience:
Requires a minimum of seven (7) years’ experience (10 years for principal level candidates) performing construction or major maintenance project management. Typical experience level is 10+ years (15+ years for principal level). Candidates with experience managing multiple projects in the following areas are preferred:
• Power plant rehabilitation or major maintenance
• Industrial, refinery or manufacturing construction, rehabilitation, or major maintenance

Preference will be given to candidates with experience best aligned with the types of projects to be managed.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities.
Knowledge
• In-depth knowledge of project management processes and tools
• Basic knowledge of construction means and methods
• Basic knowledge of State of Washington Public Works procurement regulations
• In-depth knowledge of the systems or projects assigned, such as:
o Power Plant facility and generators
o Industrial, refinery or manufacturing

Skills & Abilities:
• Demonstrated expertise in initiating, planning, executing, and closing out concurrent projects of medium complexity
• Ability to develop business cases, project plans, scheduling, estimating, and contract administration
• Ability to develop effective working relationships with internal and external stakeholders
• Able to negotiate with District personnel, external regulatory agencies, stakeholders, and contractors
• Excellent writing skills
• Effective speaking and presentation skills
• Ability to prepare and administer complex procurement contracts

Language Skills:
Must be proficient in reading, writing and speaking English.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:
To perform this job successfully, an individual is required to have basic knowledge of Microsoft PowerPoint and PeopleSoft Financials. Is also required to have intermediate knowledge of Maximo Asset Management; Microsoft Excel, Project, and Word; Primavera; General Office Equipment; Accounting Software; Internet Explorer/Software and Microsoft suite of PC programs.
