SALARY RANGE

In addition to a competitive salary range of low - mid $100,000's (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.

JOB POSTING

JOB PURPOSE:
This position leads the team of analysts and the short-term traders who perform short term trading, scheduling and operations based on current resource position, operational constraints and market conditions to enhance asset value and mitigate risks through the application of appropriate credit, contracts and agreements. Performs oversight of the real time trading function.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.

1. EF 35% Management of Short Term Trading & Scheduling: Manages the short term trading and scheduling functions in accordance with the District’s risk management policies. These individuals perform market and resource analyses as required to create and evaluate strategies to optimize the value of the District’s resources and contracts while assuring system reliability. This group monitors river flows, weather and load forecasts, reservoir operations, fish operations and unit outages. Ensures compliance with all company risk management policies.

2. EF 35% Columbia River Coordination and River Operations: Develops, communicates, and implements policies and strategies for the Riverware two dam model for improved hydro project and river operations. Develops, communicates and implements strategies/code changes for the real-time hydro-project dispatch and efficient unit dispatch. Works closely with the Control System Engineer group and Operations group on associated EMS and data exchanges relative to new policies and strategies. Develop screens/displays to effectively communicate upcoming river/project, environmental and operational constraints to internal stakeholders and operations. Work with other utilities to effectively model and implement the District’s rights and obligations arising from multi-party agreements such as the Hanford Reach Agreement and coordination agreements.

3. EF 20% Management of River & Lake Operations Analysis/Planning: Manages the Lake Chelan analyst and River Planner with responsibility for river and lake operations. This includes the development and implementation of the annual and monthly Chelan Falls project operating plan in order to balances the 7 operating objectives. It also includes 5 day and real time modeling of Columbia River and the District’s hydro projects to best inform operations that meet license, contractual, operational and environmental constraints. Effectively translate and
communicate all project, environmental and operational constraints to the District slice purchasers and to the public.

4. EF 5% Real Time Trading: Oversees the real time trading function and relationship with real time service provider. Develops policies and procedures to assure compliance with all contractual and operational obligations of the District’s system including NERC/WECC standards. Manages the implementation of the financial model for all real-time operational constraints and financial settlement.

5. EF 5 % Ensures Consistency & Optimization: Advises on forward planning and trading activities to ensure consistency and optimization with short and long-term goals.

6. EF Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

SUPERVISORY RESPONSIBILITIES:
Directly supervises four (4) non-supervisory employees in the EP&T department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education:
Bachelor’s degree in Computer Science, Engineering, Finance, Business or Economics; or a related field (B.S., B.A.) from a four-year college or university; or the equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.

Experience:
Typically requires a minimum of eight (8) years’ experience with demonstrated progressively responsible energy planning and trading experience, including experience in power operations, planning, project development and/or energy marketing. A strong working knowledge of both industry specific and proprietary trading systems, tariffs, OASIS requirements, NERC e-tagging requirements, etc. is preferred.

Specific KSA's:
A fully skilled incumbent will have the following specific knowledge, skills, and abilities:

Knowledge:
¿ Requires extensive knowledge of energy planning and trading, power operations, project development, and/or energy marketing.
¿ Requires broad knowledge of hydro project coordination, and energy trading and scheduling and knowledge of federal and state laws and regulations relating to the power industry, particularly those that apply to the Western Electrical Coordinating Council.

Skills & Abilities:
¿ Requires the ability to communicate technical and non-technical information effectively with all levels of management and externally.
¿ Ability to understand credit, modeling and mark to market data of a trading organization.
¿ The incumbent will also have strong analytical, financial and negotiation skills.
¿ Must possess strong interpersonal skills and the ability to speak effectively in a public setting.

Language Skills:
Must be proficient in reading, writing and speaking English.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:
To perform this job successfully, an individual is required to have intermediate skills with Microsoft Outlook; Microsoft Word; Microsoft PowerPoint; and Microsoft Excel.
