SALARY RANGE

In addition to a competitive salary range in the low $200,000s (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 27 days per year.

JOB POSTING

JOB PURPOSE:
This position reports to the General Manager and has primary responsibility for energy trading and marketing strategy development, overall direction and management of energy trading and marketing commercial activities, including portfolio integrity, risk and capital allocation, product development and structuring, and business development activities.  This position also oversees customer energy service programs.  This position works closely with the General Manager in developing district strategy, forecasting financial performance of the front office and structuring strategic partnerships or energy asset acquisitions.  This position is also required to report on business strategy performance to the Board of Commissioners.  Provides direction to management staff; prioritizes resources consistent with the objectives of the Energy Resources Group; and functions as a member of the Senior Management team.

JOB FUNCTION: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.

1. EF 25% Provides overall direction for Energy Trading, Origination, and Transmission Analysis functions.
2. EF 20% Develops and implements the long-and-short range strategic and tactical plans for Customer Energy Services, which is responsible for conservation, energy efficiency, customer solar programs, interruptible loads and other similar programs and technologies.
3. EF 10% Monitors, anticipates, and seeks to influence  emerging issues affecting the energy market.  Rapidly identifies when strategies are not working and takes corrective action.
4. EF 10% Ensures the management of multiple commodities in an integrated fashion to optimize return on capital at risk.
5. EF 10% Anticipates and develops new products and services for customers and power purchasers. Identifies market opportunities for new products and services and works with the risk management to develop and properly price the offerings.
6. EF 10% Supports, through the power marketing program, the protection of the District’s natural resource and recreation programs associated with hydropower assets.  Ensures programs comply with Federal regulations.  Manages stakeholder relations. 
7. EF 5% Develops the processes for identifying energy assets that can enhance the District’s strategic position in the market.
8. EF 5% Ensures continued process improvement within the group to maximize profits, resources and minimize risk, time and costs.
9. EF 5% Serves on the Risk Management Committee contributing expertise toward the overall management of District risk. Works with other departments in the District to improve information flow and decision making.
10. EF  Ongoing Maintain regular and predictable attendance.  Perform related duties and responsibilities as required.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
11. EF Ongoing  Drive a motorized vehicle while conducting business on behalf of the District.

SUPERVISORY RESPONSIBILITIES:                        
Supervises two (2) subordinate directors and one (1) manager who supervise a total of 21 employees in the Energy, Planning and Trading and the Customer Energy Services departments.  Also supervises one individual contributor.  Is responsible for the overall direction, coordination, and evaluation of the division.    Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS:  The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job. 

Education: 
A Bachelor's degree (B. S., B. A.) from four-year college or university is required, or the equivalent combination of education and experience.  Candidates with an Master's degree or CFA are preferred.

Experience:
Requires a minimum of 10 years energy/utility industry and environmental management experience.   Candidates with seven (7) years progressively responsible experience in energy marketing & trading, with experience in deal structuring, working with investors/counterparties to make trading deals, working with counterparties to develop and sell new energy related products, or similar activities are preferred. Candidates lacking energy marketing & trading experience, who have diverse industry management experience will also be considered.

 Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:
· In-depth knowledge of electric power market fundamentals, particularly in the Pacific Northwest, as well as technical indicators (can rapidly identify when strategies need to be adjusted).
· Working knowledge of hydropower operations and characteristics
· Working knowledge of financial principles and practices (risk attribution and structuring).
· Working knowledge of portfolio theory and practice (risk/capital allocation).
· Ability to refocus strategies, when appropriate, to take advantage of market opportunities in a rapidly changing environment.
· Proven analytical and problem resolution skills, focusing on process solutions rather than “band-aids.”
· Working knowledge of risk oversight and internal control processes within a trading organization.
· Strong verbal, written and influencing skills.
· Proven leadership and managerial skills of people, resources, and time.
· Sound political acumen and ability to grasp complex multi-faceted issues. 
· Excellent attention to detail.
· Proven ability to manage heavy and varied workload, displaying a positive approach to challenges and problem solving.
· Knowledge of Control Area operation and regulatory requirements for an entity with generation, transmission, and load.
· Knowledge of environmental best practices and regulations.
· High level knowledge of the various government structures and their regulatory drivers.
· Working knowledge of the District’s strategic plans and objectives.

Language Skills:
Candidate must be proficient in reading, writing and speaking English.
