SALARY RANGE

The position will be filled at varying levels based on the candidate's qualifications, skills and abilities.  Level II $73,120 - $91,400; Senior $84,880 - $106,100

JOB POSTING

JOB PURPOSE:                       
Provides mid level to senior level IT Business Analyst support to the District by identifying and analyzing business needs, gathering requirements, developing business cases, modeling processes, developing automation, performing SQL-based report writing and enterprise software administration, and documenting and managing projects in areas such as project, portfolio, work, asset, content and risk management and regulatory compliance.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions are those activities that, if not performed, would significantly and fundamentally alter the position.

Business Practices and Documentation:  Analyze and establish business practices of high complexity.  Implement and document new business software work procedures.  Design, test, and document business software applications.  Develop, document, and revise system design procedures, test procedures and quality standards. 

Reporting:  Develop reporting and enhanced data quality to support business processes.

Systems Administration:  Serve as system administrator / subject matter expert for a variety of business applications or functions.  Troubleshoot system technical and coding problems or errors.  Develop automated workflow processes and escalations.

Training: Provide basic to District-wide training on business applications.

Project Management: Senior level incumbents manage IT business software projects with large scope and business impact.  Develop timelines and resource requirement estimates.  Lead software and services procurement and contract administration. Level II incumbents manage small IT business software projects or pieces of larger projects.

Senior level incumbents train and mentor junior level staff; leads contractor personnel, if required.

Maintain regular and predictable attendance.  Perform related duties and responsibilities as required.  Comply with District policies.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Post-Secondary Education:                       

Bachelor’s Degree (B.S., B.A. from a college or university) in IT, Business Administration or Management Information Systems; or equivalent combination of education and experience.

Experience:                       
Level II requires a minimum of 3 years’ experience as a as a Business Analyst or closely related experience as a Management Analyst or Systems Analyst.  Senior level requires a minimum of 6 years’ experience as a Business Analyst or closely related experience as a Management Analyst or Systems Analyst.  Candidates with prior experience supporting and enhancing business applications in use at the District strongly preferred.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:
To perform this job successfully, an individual is required to have knowledge of PeopleSoft Time Entry/HRIS and General Office Equipment.  Depending on level, intermediate to advanced knowledge is required in Microsoft Outlook; Microsoft Excel; Microsoft Word and Microsoft PowerPoint, PeopleSoft Financials; Oracle SQL; Crystal Reports and Business Process Software.  Depending on level, advanced to developer knowledge is required in Maximo Order Processing and Maximo Asset Management.
