SALARY RANGE

In addition to a competitive salary range of $58,000 - $72,500 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year. 

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

JOB PURPOSE:

Provide Procurement and Contract Services (PCS) support for all District departments to include procuring materials, services and supplies in compliance with legal requirements, District policies and customer service goals, as well as contract administration support including document preparation and processing, bid tabulations, data entry, and records management.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.

# EF % of Time Job Functions

1. EF 40% Provide contract support to PCS staff, including, but not limited to preparation, processing, distribution and follow-up of contract documents, Change Orders, Amendments, Addenda and RFQs. Maintain delegated purchasing and contract signature authority and brand name/sole source records. Establish and modify purchasing contracts. Provide documents and links for bidding opportunities website, assist contractors with obtaining bid documents, attend bid opening and tabulate bid results.

2. EF 40% Procure "off-the-shelf" and made-to-order goods and services. Solicit quotes, analyze prices, discounts, deliveries, review terms and conditions and obtain approval, as necessary and authorize purchase orders. Review, verify compliance and process purchase requisitions and purchase orders. Develop supply chain system queries, run reports. Resolve quantity, price and order accuracy issues. Issue change orders as required. Expedite delivery of goods in shortage situations for critical and/or late orders.

3. EF 5% Administer the Public Works Less Than $50,000 process. Receive requests from departments, request rates from contractors, prepare letters, set up purchase contracts, process requests and track usage in Maximo.

4. EF 5% Perform supply chain software training and support to customers. Provide timely front line support for employee supply chain questions. Escalates complex technical inquiries as needed. Develop and maintain procedures, manuals, training and reference materials and conduct employee training on the Maximo Purchasing Application. Assist in the development, maintenance and implementation of purchasing, contract administration, and operational procedures. Assist in training District staff on PCS intra/internet usage and preparation of contract document templates used in the contracts and agreements process.

5. SF 10% Assist with PCS web site development and maintenance. Provide web documents and maintain web links and content. Provide Bid Processing and Bid Workflow database training, as needed. Assist in monitoring the process and schedules of contracts and agreements for timing and format. Assist in placing schedules in Outlook and Bid Workflow. Assist in monitoring quality of submitted contracts and agreements.

6. EF Ongoing Develop and maintain effective relationships with internal and external customers including Procurement/Contract Services (PCS), employees, contractors and suppliers, state agencies and the general public.

7. EF Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.

Post-Secondary Education:

Associate’s degree (A.A.) or equivalent from two-year College or technical school; or equivalent combination of education and experience. Bachelor’s degree in business or related field preferred. Completion of college courses related to Contract Administration, Purchasing or Supply Chain Management preferred. Preference given to applicants with Universal Public Purchasing Certification Council (UPPCC), Certified Purchasing Manager (CPP), Certified Public Procurement Officer (CPPO) or other closely related certification, or Institute for supply Chain Management (ISM) certification. Computer technology education is desirable.

Experience:

Typically requires a minimum of two (2) years of progressively responsible experience in one or more of the following areas: contract administration, purchasing and/or proposal development; preferably in the electrical industry and/or in a public environment.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:

Knowledge:

• Requires knowledge of efficient administrative procedures, ability to prioritize and organize tasks, elicit cooperation and coordinate efforts to accomplish tasks.

• Working knowledge of Maximo and PeopleSoft are preferred.

• Basic knowledge of fundamental concepts, practices and procedures of contract administration and purchasing, including Washington State and Public Utility procurement laws, rules and regulations

Skills:

 

• Must have strong organizational and prioritization skills.

• Must work well independently in a high-level productive atmosphere and complete work in a timely manner.

Abilities:

• Ability to work with customers and staff in a courteous, respectful and professional manner.

• Ability to communicate effectively in both oral and written form.

• Requires the ability to work under pressure with tight deadlines, take initiative, demonstrate flexibility, cooperation, accuracy and follow directions.

• Requires ability to exercise judgment, confidentiality, and diplomacy in responding to executive staff, District Commissioners, attorneys, employees and the public.

Language Skills:

Must be proficient in reading, writing and speaking English.

 

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:
