JOB POSTING
JOB PURPOSE:
The Chief Technology Officer has the responsibility for establishing Chelan County PUD as a leader in utility technology. The Chief Technology Officer has responsibility for establishing Chelan County PUD’s long-range technology direction, strategies and architecture, identifying short and long-term system needs, and directing the delivery of technology projects, while ensuring a highly-available, cyber-secure and resilient computing environment enabling the District provide low-cost, reliable service to its customers. The individual in this role will establish a clear, District-wide technology vision and infrastructure standards along with various strategies and roadmaps to lead the District to improve technology processes, support business process re-engineering, and operational improvements in a coordinated and collaborative manner. Oversees and directs through subordinate directors/managers centralized IT department functions, including applications delivery, technology project management, system architecture, IT network and systems operations and cyber security teams as well as aligning enterprise -wide technology architecture, infrastructure and cyber security. The individual will also be adept at change management and utilize leadership skills and expertise to build strong teams and implement effective technology development methods across the organization.

# EFF % of Time Job Functions
1. EF 30% Strategic Technology Leadership: Oversee the development, implementation and maintenance of the District’s enterprise-wide technology architecture, infrastructure and cyber security standards, strategies and roadmaps, and related aspects of long-range business plans. Identify and promote opportunities within and across the organization to implement or change technology in alignment with the District’s mission, vision and values. Raise the presence of technology as an enterprise-wide driver in decision-making to enable the organization to become a leader in utility technology. Encourage and participate in the creation of initiatives supported by technology changes to achieve key results. This includes frequent interaction with senior management and other management personnel across business units to develop plans, goals, objectives, communicate expectations, and ensure delivery of services/projects with a District-wide perspective. Develop and maintain effective working relationships with other departments and provide leadership in IT governance and decision-making processes. Provide technology governance support to the General Manager and Board of Commissioners. Review or prepare materials to be presented to the General Manager and Board of Commissioners and provide recommendations as appropriate.
2. EF 20% Technology Project Management: Oversee the technology project management discipline responsible for driving technology project delivery utilizing standards and best practices. Direct the development of project plans and schedules to deliver projects in a manner that aligns and balances resources with District priorities and uses methods that alleviate resource conflicts and overloading. Allocate resources, track performance, and provide visibility into the status of projects throughout the organization. Provide direct lines of communication with the business product owners to identify needs, prioritize requests, and enable the delivery of business unit technology projects.
3. EF 15% Enterprise Architecture: Lead the Enterprise Architecture team to realize the District-wide technology vision and strategies by influencing aligning the technical design decisions and software acquisitions and provide leadership and subject matter expertise on system integrations and data architecture.
4. EF 10% Applications Delivery: Provide District-wide strategic direction to deliver applications and business solutions using standard methodologies and structured processes for implementing new systems and managing changes and upgrades. Oversee the negotiation and subsequent monitoring of the effectiveness of contracts, outsourced service agreements and vendor performance, and change, as needed to match needs with the right external expertise.
5. EF 10% Cyber Security and IT Operations: Provide strategic direction and executive oversight over the Districts Corporate computing environment, including cyber security, network connectivity, mobility computing, server and network administration and user support functions, and their related planning activities, policies and procedures.
6. EF 10% Technology Tool & Process Improvement: Provide direction to continuously improve technology lifecycle processes and technology tools in use by the IT workforce throughout all business units and the broader District’s workforce. Sponsor the implementation or enhancement of new or upgraded processes and technology tools to effectively manage IT related service work and projects, such as work ticketing systems, managed release cycles, project management methodologies, test case libraries, and automated testing tools. Direct the deployment of a consistent solution implementation methodology involving requirements gathering, solution design, solution development and source control across the organization. Conduct periodic software or technology inventories to identify opportunities for resource realignments and efficiencies.
7. EF 5% Budgeting & Fiscal Responsibility: Develop and control annual operating and capital expenditures budget for IT and the District as a whole to ensure it is consistent with overall strategic objectives of the District and is within plan.
8. EF Ongoing Responsible for representing the District in various technology, educational, community and utility-related forums. Establish effective internal and external relationships with stakeholders such as regulators, policymakers, customer groups, the Board of Commissioners, and District personnel.
9. EF Ongoing Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
SUPERVISORY RESPONSIBILITIES:
Directly supervises four (4) subordinate supervisor(s) who supervise approximately 40 employees in the Information Technology department(s). Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems

Post-Secondary Education:
Bachelor’s degree (B.S. or B.A.) in Information Systems, Computer Science, Business, or a closely related field from a four-year college or university; or equivalent combination of education and experience. Master’s degree in a related area preferred.
Experience:
The typical incumbent will have fifteen (15) years of information technology experience, including seven (7) years leading an IT organization or large teams within an IT organization. The ideal candidate will have experience in all the following areas:
• Enterprise wide software implementation, including SaaS and PaaS operating environments
• IT strategic planning, organization design, leadership, and development
• Negotiating software licenses and service agreements
• Utility industry experience
Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities.

To perform this job successfully, an individual is required to have basic knowledge of Maximo Order Processing, Maximo Asset Management, PeopleSoft Financials, PeopleSoft HRIS, and Primavera, and intermediate knowledge of Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, Microsoft Word, and Microsoft Project (or similar). Requires general knowledge of the purpose of wide variety of software applications and computer equipment in use at the District. Must be able to operate general office equipment, including a computer.
