SALARY RANGE
In addition to a competitive hourly rate of $40.56, Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.
Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.
JOB POSTING
JOB PURPOSE:
Complete fiber-optic customer service engineering and staking duties for the District. Initiate stakeholder engagement by meeting directly with internal and external agencies and customers to interpret, evaluate, and design fiber and networks infrastructure.
JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. # EF/SF % of Time Job Functions
- EF 30% Communicate with internal and external customers daily to evaluate, document and communicate the customer’s needs and expectations. The CSE will evaluate, design and determine the needs for fiber to meet the customer’s requests.
- EF 30% Prepare and deliver design options and cost estimates to customers on regular basis. This includes requirements for all labor, materials, equipment and tools.
- EF 15% Perform job planning and scheduling for all non-emergency related work orders. Prepare and maintain work order status and target construction dates and report weekly. This includes reporting on job site readiness, inspections of customer installed facilities and communicating scheduling requirements with District Superintendents, Engineering Supervisor and customers on a daily basis.
- EF 5% Prepare and submit applications for easements and permits associated to projects. Submit drafting and surveying.
- SF 5% Develop budget estimates for equipment, materials, supplies, tools and vehicles in conjunction with system improvement or O&M projects. With approval, purchase equipment, materials, supplies and training.
- SF 5% Recognize, investigate, and document boundary and right-of way evidence.
- EF 5% Write correspondence, technical specifications and reports, memorandums and other documents.
- SF 5% Coordinate and facilitate regular pre-construction meeting between District operations personnel and customer/developers to review plans, specifications and work scope.
- EF Ongoing Drive a motorized vehicle while conducting business on behalf of the District.
- EF Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Post Secondary Education:
No post-secondary education required. Two (2) years of college-level courses in engineering technologies or related field with a strong emphasis on math, science and economics is preferred.
Experience:
Typically requires a minimum of three (3) years utility engineering for fiber and network systems with associated field staking experience. Consideration may be given for post-secondary or equivalent education and or successful demonstration of the required knowledge, skills, and abilities in lieu of years of experience. Experience in cost estimating using CMMS/Maximo or other maintenance management system is preferred,
Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:
Knowledge:
- Working knowledge and understanding of engineering principles, practices, tools and software.
- Basic knowledge of concepts, practices and procedures of engineering design and project management.
- Basic knowledge of NESC and NEC
Skills & Abilities:
- Requires excellent interpersonal, written and verbal communications skills.
- Must be able to solve with accuracy both algebraic and trigonometric computations.
- Demonstrated ability to plan and schedule work is required.
- Ability to develop basic engineering designs, analysis, calculations and cost estimating.
- Requires ability to perform multiple tasks simultaneously while maintaining a dynamic daily work schedule, including periodic overtime and irregular work hours (before 8:00 am and after 5:00 pm).
Language Skills:
Must be proficient in reading, writing and speaking English. Bilingual fluency in English and Spanish is preferred.
Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment: To perform this job successfully, an individual is required to have knowledge of PeopleSoft Financials; PeopleSoft Time Entry/ HRIS; Microsoft Outlook; Microsoft Excel; Microsoft Word; Microsoft PowerPoint; Microsoft Project; Microsoft Access; Microsoft Visio; Auto-Cad and GIS; Primavera; Maximo Order Processing; Maximo Asset Management; Maximo/ CCMS Work Management; PC hardware and servers.
