SALARY RANGE

In addition to a competitive salary range of $80,160 - $100,200 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.

JOB POSTING

JOB PURPOSE:  
The Industrial Hygiene & Safety Coordinator communicates, measures, and mitigates District employee and contractor risks related to compliance with federal, state and local laws regulating Industrial Hygiene, safety and promotes Human Performance Improvement (HPI) and operational excellence in the workplace.   This is accomplished through activities including coordination of industrial hygiene sampling, assessing workplace conditions, conducting audits, presenting training and providing back up to support other safety roles within the district.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  Essential functions are those activities that, if not performed, would significantly and fundamentally alter the position. 

#  EF % of Time Job Functions
1. EF 30%  Industrial hygiene:  Coordinate industrial hygiene activities to comply with safety regulations.  Keep front-line workers and managers informed of compliance issues while promoting HPI principles and concepts.  Develop proper plan of action & monitor asbestos, lead, and polychlorinated biphenyl (PCB) abatements, maintenance activities and disposals results for OSHA/WISHA compliance.  Provide input in the development of work processes and safety standards, including those used by employees and contractors.  Perform or monitor others in the performance of biological air sampling, and review results for health hazards.  Create asbestos management plans prepared in accordance with applicable regulations and requirements.  Conduct air sampling equipment calibration and servicing. 

2. EF 30%  Training:  Plan and develop training using various methods such as classroom training, on-the-job training and workshops.  Train a variety of participants, such as supervisors, professional staff, craft workers, contractors, and others involved with safe handling, removal and disposal of hazardous materials, such as asbestos work, sand blasting operations, equipment removal.  Develop and deliver training related to proper use of PPE and testing equipment, safe handling procedures, appropriate communication methods, etc.

3. EF 20%  Compliance & Audits:  Perform site audits/B.E.S.T. (Behaviors, Environmental, Safety, Talk) observations to ensure a healthy and safe work environment.  Confirm safety and industrial hygiene regulations are being met.  Keep front-line workers, contractors and managers informed of compliance issues while promoting our HPI principles and concepts.  Assist in the delivery and coaching of effective HPI and Latent Causal Analysis (LCA) practices. 

4. EF 20%  Operational Excellence:  Work with project managers, construction management and contractors to achieve operational excellence and compliance with WISHA, OSHA and related regulations.   Provide cross training and backup support to other District employees involved with employee and contractor safety initiatives to include partnering on construction contractor safety programs, training, employee and contractor safety orientations and field safety audits. 

5. EF Ongoing   Provide content to and/or maintain confidential employee records and information.  Safety department employees are required to restrict access to confidential employee records and information from any unauthorized person, except on a need to know basis.

6. EF Ongoing Maintain regular and predictable attendance:  Perform related duties and responsibilities as required.  Comply with District policies.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

7. EF Ongoing Drive a motorized vehicle while conducting business on behalf of the District.  Note: Students under 18 may not drive more than 20% of any work week.

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job. 

Post-Secondary Education:                        
Bachelor's degree (B. S., B. A.) in industrial or occupational health, safety or a related field from a four-year college or university; or equivalent combination of education and experience. 

Experience: 
Requires a minimum of five (5) years’ experience in industrial hygiene health and safety including overseeing Industrial hygiene compliance issues, air sampling and analytical testing.  Experience working with lead and/or asbestos abatement projects required.  Requires current working knowledge of Washington state regulations and federal regulations.  American Hazards Emergency Response Act (AHERA) Building Inspector Certification is desired. 

Requires Asbestos Supervisor certification from the Washington State Department of Labor & Industries within 90 days of employment.  Also requires CPR Certification and valid First Aid card within 90 days of employment.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities.
Knowledge
• Working knowledge of state and federal safety and environmental rules and regulations including Washington Administrative Code (WAC), Environmental Protection Agency - (EPA) etc. for asbestos, lead, PCB, mold and other hazardous environmental substances.
• Working knowledge of sampling, examination and field practical processes for hazardous materials testing, packaging, storage and transportation.
• Knowledge of records retention requirements for testing analytics.
• Knowledge of safe work guidelines, engineering controls, air sampling & training provided to District work force.
• Working knowledge of bulk sampling & air sampling and associated regulatory requirements.
• Working knowledge of applicable notifications procedures and content.
• Knowledge of the chemical composition, structure, and properties of substances and of the chemical processes and transformations that they undergo. This includes uses of chemicals and their interactions, danger signs, production techniques, and disposal methods.

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
