SALARY RANGE

In addition to a competitive salary range of $78,375 - $104,400 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year. 

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

JOB PURPOSE: Develops, negotiates, documents and administers the terms and conditions related to Chelan PUD's (District) Pole Attachment agreements. Develops and monitors application, administration and billing processes.  Monitors agreement compliance with standards, policies, procedures, design engineering practices, and National Electric Safety Code (NESC) policies and guidelines.  Coordinates pole attachment audits and field inspections.  Develops, documents and maintains program related business processes, operating standards and guidelines.  Develops and maintains relationships with internal and external stakeholders and licensees, providing training and assistance and project management support for a wide range of pole attachment affairs.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.

1. EF 45% Develops, negotiates and administers pole attachment agreements.  Coordinates with District fiber and telecom, distribution, legal, and contracting staff and external stakeholders or customers to facilitate timely development of agreements and to ensure proper interpretation and administration of these contracts and agreements.  Monitors application processing both within the District and with other entities.  Prepares program reports and correspondence providing information to crews, accounting, engineering and others both internal and external to the District.  Monitors pole attachment billing and invoicing activities and results.  Develops and maintains pole attachment annual revenue report and other records as required. 

2. EF 20% Leads the development, documentation and change management of new policies and procedures supporting joint use activities.  Establishes District pole attachment application requirements and related fees.  Develops and defines District application, processing, and monitoring processes with input from internal and external parties.

3. EF 15% Manages and reports in-field condition assessments and recommends improvements as required.  Coordinates or conducts field inspections and audit reports as required.  Oversees and coordinates timely issuance of joint pole notifications for pole sets, transfers, relocations and removals.  Works with internal and external parties and licensees to resolve situations identified in periodic field audits and inspections.  Reports potentially hazardous field conditions and compliance issues timely.  Provides condition assessment reports to management. Enforces licensee terms and conditions within the current licensee pole attachment agreements.

4. EF 10% Provides project management support for large internal or external customer-driven pole attachment projects, including customer service and communication with all appropriate stakeholders as to the project scope, schedule, specifications. 

5.  EF 5% Participates in asset management planning by contributing to pole capability analysis, and identifying necessary modifications for further attachment, and recommending future joint use agreements.  Contributes to pole asset record maintenance and planning activities, as needed.

6. EF 5% Provides training and assistance to District staff related to the joint use/pole attachment program.  Train employees and outside entities on program polices & procedures.   Provide work direction to temporary or contract personnel, as needed.

7. EF Ongoing  Drive a motorized vehicle while conducting business on behalf of the District.

8. EF Ongoing Maintain regular and predictable attendance.  Perform related duties and responsibilities as required.  Comply with District policies.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Post-Secondary Education:                        
While no post-secondary education is required, completion of college level courses in basic engineering, electricity, records management, and/or contract administration are preferred.

Experience:                        
Six (6) years progressive experience in project management, contact administration, utility engineering applications, and/or utility process design.  Preference given to applicants with pole attachment administration experience.  Post-secondary education may substitute for up to (two) 2 years of experience.

Language Skills:

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:

To perform this job successfully, an individual is required to have knowledge of PeopleSoft Timekeeping/HR; Microsoft Outlook; Microsoft Excel; Microsoft Word; and Microsoft PowerPoint.
Knowledge of PeopleSoft Financials; Microsoft Project; Maximo Order Processing; Maximo Asset Management; General Office Equipment; and GIS is preferred.

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
