Sandwich Boards and Temporary Signs Policy


Purpose
As private development adjacent to Chelan PUD parks continues to grow, it is anticipated that requests from adjacent property owners to place sandwich (advertising/marketing) boards and or temporary signs may increase. The purpose of this policy is to assure that the public’s access to the resources of the District park system are preserved and protected from encroachment from adjacent private property/business owners, while also making reasonable accommodations to the needs of the adjacent business community.

Rules and Regulations
The Chelan PUD Parks Rules and Regulations (Section 6, “Solicitation”) prohibit commercial solicitation of any kind in Chelan PUD Parks, unless prior written permission is granted by Chelan PUD. The prohibition of solicitation in the parks includes a prohibition on “Posting signs, posters, advertising, decoration, notices or anything similar…” without prior written permission from Chelan PUD.

Exceptions to Parks Rules and Regulations
The Parks Director (“Director”), per the Park Rules and Regulations, has the power to adopt “reasonable rules and regulations for the operation, management, and use of parks.” The Director may allow sandwich boards and/or other forms of temporary signage (banners, posters, etc.) to be placed within Chelan PUD Parks under the following circumstances:

  1. The sandwich board and/or temporary signs must first meet local regulatory compliance as appropriate.
  2. Per written agreement, permitted park concessionaires operating concessions within park buildings are allowed to temporarily place sandwich boards and other forms of temporary signs to advertise their concession business.
  3. The business and/or organization advertised must have a direct benefit to park users. Examples may include, but not be limited to the following:
    1. Recreation equipment rentals (kayaks, canoes, bikes, etc.)
    2. Food and beverages
    3. Special events and activities taking place in or adjacent to the parks.
  4. The sign must be approved by the Director or his/her designee.
  5. Signs shall be limited to one sign, per park, per business or organization.
  6. If the sign is for a private, for-profit business, the business must be located immediately adjacent to the park, and have limited on (business) site alternatives for sign placement on the park side of the business.
  7. The sandwich board signs shall be limited to a maximum of six (6) square feet.
  8. The sign shall not be placed on any park trail or pathway.
  9. Permission to temporarily place a sign may be cancelled without cause, and without warning, by the Director.

Administration Fees
Chelan County PUD reserves the right to charge an administration fee established by the Director for the placement of a temporary sign in the parks. The administration fee must be received prior to the temporary sign being placed in the park.

Removal of Temporary Signs
Signs placed in the parks without prior written approval of the Park and Recreation Director will be immediately removed by park staff. If the sign owner cannot be immediately found to pick up and remove their sign, the signs will be kept at the appropriate parks operations and maintenance compound for a period of 14 days and then disposed of by District staff.
