Implementation Timeline
This implementation timeline begins on the date of receipt of the New License and is subject to change.
Phase 1 – Follows acceptance of license or rehearing (with no stay), planning phase
- License Review and Staff Recommendation (1-3 days)
Licensing and legal review of FERC license for consistency with Settlement Agreement. Determine whether rehearing request is warranted on issues/license measures materially inconsistent with Agreement.
- Operations Review (1-3 days)
Engineering review of construction projects in concert with operations. Input/Recommendation.
- Manager’s Review (1-3 days)
Licensing team presentation to management with license overview and recommendation.
- Chelan PUD Commission Approval/Acceptance or Option for Rehearing of License (up to 30 days)
Presentation to Commission with recommendation. Resolution.
- Settlement Policy Committee Coordination
Licensing staff to carry out coordination plan developed by Policy Committee and outlined in Section 15 of the Rocky Reach Comprehensive Settlement Agreement.
Phase 2 – Follows acceptance of license or rehearing (with no stay), planning phase
- Chelan PUD Commission Budget Revision Approval
Presentation to Commission for approval of budget revision necessary to carry out contracts and work associated with new license. Resolution. (Note: a budget revision may occur simultaneously with the license acceptance resolution)
- Project Planning
Engineering staff project review, feasibility, complete consultant contracting process. Adjust project workload per contingency plans.
Phase 3 – Follows budget approval, implementation phase
- Begin Implementation of License Conditions
Begin implementing construction projects and financial commitments per license requirements.
All groups engage in the activities defined in license and implementation guidance document.
- Project Turnover and O&M
Ongoing monitoring and evaluation of implemented measures following license resource management plans. Project turnover and operation and maintenance associated with completed construction projects.
