At the beginning of the NEPA process, an Environmental Assessment Scoping Document (Scoping Document No. 1) is issued that identifies important environmental issues related to the Project relicensing and describes outlines for studies that are needed to assess those issues. If significant changes to the initial document are required, a revised document (Scoping Document No. 2) would be issued. Once the Scoping Document has agency and public acceptance, the Licensee is then required to conduct the proposed studies.
