SALARY RANGE

JOB POSTING

JOB PURPOSE:                        
The position collaborates with Energy Efficiency staff to develop and implement marketing plans across the District's energy efficiency sectors.  The incumbent is responsible for developing and implementing all customer facing marketing activities to inform about, and accelerate the adoption of, energy efficient products and services.  This includes the use of print, radio, TV, and social media.  The position is also responsible for obtaining and translating feedback to the rest of the team from customers using a variety of tools including surveys and focus groups. 

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.

1. EF 55% Lead marketing strategy and plan development as a core member of the energy efficiency team.  Develop resource plans and budgets on an annual basis.  Develops key performance indicators.  Design program themes and brands consistent with District and Department goals.  Execute the marketing strategy and associated budget with minimal oversight.  Manage vendors and consultants.  

2. EF 15% Lead the development and implementation of customer feedback mechanisms including surveys and the use of focus groups.  Interpret results and make recommendations based on results.  Meet with customers or customer groups to conduct surveys or focus groups.

3. EF 15% Lead interaction with corporate communications and provide support as needed.  Build internal and external partnerships.

4. EF 15% Stay up to speed on marketing research, specifically targeted at energy efficiency products and programs.  Mentor and coach other EE team members on the results of learnings.  

5. EF Ongoing Drive a motorized vehicle while conducting business on behalf of the District.

6. EF Ongoing Maintain regular and predictable attendance.  Perform related duties and responsibilities as required.  Comply with District policies.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Post-Secondary Education:                        
Bachelor's degree (B. S., B. A.) in marketing, communications, business or related field from four-year college or university; or equivalent combination of education and experience.

Experience:                        
Typically requires five (5) years of experience designing marketing or communication campaigns associated with energy efficiency or similar programs.  Experience in a utility environment is preferred. 

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:
Knowledge:
• In depth knowledge of marketing, customer service and market research techniques
• Marketing trends and best practices
• Strengths and weaknesses of various communication channels with customers including social media, print, radio, and television. 
• General knowledge of District rates, policies and programs
• General knowledge of energy and water efficiency, alternative energy and building science

Skills:
• Strong written and verbal communication skills
• Project management

Abilities:
• Develop marketing and engagement strategies to support District energy efficiency goals.  Successfully develop and execute marketing programs consistent with identified strategies. 
• Develop creative, integrated marketing campaigns
• Build partnerships with internal and external stakeholders as needed to implement marketing programs and increase the penetration rate of District energy efficiency programs. 
• Translate information into tangible actions. 
• Manage scope, schedule, and budget of campaigns
• Manage third party vendors and consultants.

Language Skills:                        
Must be proficient in reading, writing and speaking English.  Bilingual fluency in English and Spanish is desired.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:

To perform this job successfully, an individual is required to have intermediate knowledge of PeopleSoft Financials; Microsoft Outlook; Microsoft Excel; Maximo Order Processing; and general office equipment.  An individual is required to have basic knowledge of PeopleSoft Timekeeping/HR; Microsoft Word; and PC Hardware.

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
