SALARY RANGE

In addition to a competitive salary range of $101,850 - $135,800 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.  

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

JOB PURPOSE:
Manage the portfolio of electrical and water/wastewater distribution customer utility asset infrastructure projects designed to achieve business plan goals and in accordance with system asset and construction standards. Manage the overall planning, design and construction of the assigned areas of the asset system through the direct supervision of assigned staff, management of contracted work, and collaboration with engineers, project and construction management staff. Provide clear project scope, schedule and budgets and coordinate with project implementation teams to deliver on goals. Collaborate with system asset owners to develop plans and activities designed to maximize return on system investments.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.

1. EF 35% Portfolio Project Management: Manage the portfolio of customer utilities distribution projects in the investigation, planning, evaluation, engineering design, project management, construction, turnover and close-out for achievement of performance and quality standards, customer expectations and District goals. Provide clear project scope, schedule and budget expectations and coordinate with project managers, teams and contractors to maintain, replace and construct District assets.

2. EF 20% Plans & Procedures: Develop work plans and budgets designed to achieve business plan goals. Establish project procedures and quality assurance/quality control policies, objectives and procedures with the input of clients to achieve District and business plan goals, such as delivering the best product for the lowest cost. Promote and implement new ideas to improve department efficiencies.

3. EF 20% Supervision: Supervise the daily activities of engineering technicians and field staff responsible for planning, design and monitoring of projects. Model District values and set the tone for employees, leading by example.

4. EF 15% Contract Management: Develop professional, material and labor contracts to support the delivery of assigned portfolio of projects.

5. EF 5% Design and Constructability Review: Perform engineering and project oversight to ensure the design, procurement and execution of each project meets District expectations. This includes, but is not limited to, following District policies and procedures, outreach, code, land use, permitting and utilizes District tools and systems to complete the work.

6. EF 5% Stakeholder Relations: Develop and maintain productive partnerships and relationships with District staff, other managers, senior management, and the Board of Commissioners. Develop and maintain positive relations with external peers, governing agencies and regulatory agencies.

7. EF Ongoing Required to drive a motorized vehicle while conducting business on behalf of the District.

8. EF Ongoing Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

SUPERVISORY RESPONSIBILITIES:
Directly supervises approximately four (4) employees, in the Customer Utilities group. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.

Post-Secondary Education:
BS/BA in Engineering, Construction Management, Construction Technologies, Project Management, or related field, or equivalent combination of education and experience. Project management certification is preferred. Professional Engineering License in the State of Washington is desired.

Experience:
Typically requires five (5) years utility project management or line construction management experience. Experience should include examples of managing multiple projects or priorities simultaneously, and leading diverse teams and contractors. Experience leading the implementation of line or water/wastewater distribution projects preferred. Supervisory experience preferred.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:
Knowledge:
¿ Extensive and diverse knowledge of construction, operations and maintenance of electric distribution facilities and other utility systems
¿ Knowledge of federal, state and local laws and regulations relating to design and construction and public works contracting
¿ Knowledge of the collective bargaining agreement terms and conditions applicable to supervised employees.
Skills & Abilities:
¿ Strong project management skills
¿ Proven ability to manage construction and consultant contracts
¿ Ability to supervise and effectively direct the work of others
¿ Excellent leadership and interpersonal skills.
¿ Ability to utilize technology to monitor project portfolio status and results.

Language Skills:
Must be proficient in reading, writing and speaking English.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:
To perform this job successfully, an individual is required to have basic knowledge of Maximo Asset Management, Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, Microsoft Word, Primavera, PeopleSoft Financial, PeopleSoft HRIS, GIS, and General Office Equipment.

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
