SALARY RANGE

Earn while you learn! Chelan PUD pays $13.92 - $15.73 per hour (based on education, skills and abilities).

JOB DURATION

Students in these positions work full-time during the summer (Monday - Friday; typically, 8:00 am - 5:00 pm) and may also work, if available, during winter and spring academic years (for one or two years, depending on need, budget and performance).

JOB POSTING

Provide support and assistance to External Affairs program managers related to state and federal legislative and regulatory activities. Support includes research on and tracking of state and federal legislative issues, review of draft legislation, and supporting information, outreach to internal stakeholders and maintenance of legislative tracking tools. Other duties include reviewing industry communications and other news sources relevant to state, federal and energy industry issues. This position will draft issue and position papers for internal use. This position will be shared with Communications as needed. The incumbent will gain significant real-world experience with a wide range of hands-on governmental affairs roles.

Student work schedules are limited to a maximum of 20 hours per week during the academic year, except during academic school breaks. Students may work up to 40 hours per week during spring, winter, and summer academic school breaks. Student employment may not exceed two years from the date of hire

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions are those activities that, if not performed, would significantly and fundamentally alter the position.

1. EF  20% Research and analyze state and federal legislative bills and rulemaking proceedings as directed by External Affairs staff.

2. EF 20% Perform internal outreach and research on state and federal legislative actions and rulemaking activities as directed by External Affairs staff.

3. EF 15% Provide support for External Affairs program managers by attending meetings and webinars, and reviewing legislative hearing recordings and providing synopses.  

4. EF 15% Draft position papers based on research and input from program managers, department director and issue owner.

5. EF 10% Perform research as directed by External Affairs staff on subjects related to legislative and regulatory actions. 

6. EF 10% Assist with regular legislative communications and Board updates, including reviewing weekly publications for relevant stories.

7. EF  10% Assist updating and maintaining information in legislative tracking tools

8. EF  Ongoing   Must immediately inform supervisor if student enrollment status changes and the employee no longer meets student eligibility guidelines.  

9. EF Ongoing   Drive a motorized vehicle while conducting business on behalf of the District. Note: Students under 18 may not drive more than 20% of any work week.    

10. EF Ongoing   Maintain regular and predictable attendance.  Perform related duties and responsibilities as required.  Comply with District policies.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
 
QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job. 

Post-Secondary Education:                        
Requires a high school diploma or general education degree (GED), or current participation in a Running Start Program and in senior year of high school curriculum (including home-based education). Must be at least 17 years of age at time of hire. Must have completed one year of college courses relating to political science, public policy or related studies or public relations. Must be currently enrolled in a bona fide education program (in an accredited college or university) with valid documentation presented at hire and subsequent quarter/semester enrollments. Must be earning a minimum of 10 credits for each applicable quarter/semester and must maintain a minimum overall grade point average of 2.5 on a 4.0 scale. Declaration of a major in political science, public policy or related course of studies and demonstrated proficiency in writing and copyediting is preferred.

Experience:                        
No experience required for this entry-level position but previous exposure to public policy arena or related field preferred.
Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:
Knowledge:
• Strong basic understanding of the state and federal legislative processes.
• Understanding of sources of information including state and federal legislative information sites and how to navigate the sites.
• Knowledge of news sources and industry publications and the ability to determine information that is relevant to the utility industry.

Skills & Abilities:

• Requires excellent written and oral communication skills, developed through work or educational experience including good grammar and spelling.
• Ability to research complex issues and provide findings in succinct and understandable formats

Language Skills:                        
Must be proficient in reading, writing and speaking English.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
