CONTRACT RATE

Earn while you learn! Chelan PUD pays $13.92 - $15.73 per hour (based on education, skills and abilities) for students pursuing IT degrees focused in computer programming and application/software development. 

JOB DURATION

Chelan PUD has a great opportunity for a student with emphasis in computer programming.

The student in this position will work full-time during the summer (Monday - Friday; typically 8:00 am - 5:00 pm) and may also work, if available, during winter and spring academic breaks (for one or two years, depending on student status, need, budget and performance). Local area students may also work up to 20 hours per week during the remainder of the year(s).

Interviews will be conducted during spring break (where possible); alternatively, in-person, phone or video as scheduled.

JOB POSTING

JOB PURPOSE:
Assist in designing, developing and implementing computerized business or operational application systems for use throughout the District, using standard programming languages.  Assist in debugging and testing software, and documenting software logic and enhancements.

Student work schedules are limited to a maximum of 20 hours per week during the academic year, except during academic school breaks.  Students may work up to 40 hours per week during spring, winter, and summer academic school breaks.  Student employment may not exceed two years from the date of hire. 

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position. 

#  EF % of Time Job Functions
1. EF 40% Assist with the creation and maintenance of efficient and maintainable computer programs, code or reports, using standard development environments and one or more programming languages.  Assist with the development and maintenance of stand-alone applications. Adhere to the department standards and best practices.

2. EF  40% Document software programs and enhancements.  Develop exhaustive error checking and error handling logic. Debug programs to remove coding errors. Assist in the design and execution of test plans to prove that program logic is correct. Tune the program to run efficiently. Maintain computer programs by fixing errors and making changes and enhancements. Work with users to obtain feedback on the program and change as needed.

3. EF 20% Other IT duties as assigned.  May include web content migration and/or assisting at the IT Help Desk.

4. EF Must immediately inform supervisor if student enrollment status changes and the employee no longer meet student eligibility guidelines.  

5. EF Ongoing Maintain regular and predictable attendance.  Perform related duties and responsibilities as required.  Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job. 

Education:
Requires a high school diploma or general education degree (GED), or current participation in a Running Start Program and in senior year of high school curriculum (including home-based education).  Must be at least 17 years of age at time of hire.  Must be currently enrolled in a bona fide education program (in an accredited college or university), in a Computer Science (or equivalent) degree program, with valid documentation presented at hire and subsequent quarter/semester enrollments.  Proven IT software application development aptitude may substitute for enrollment in an application programming degree program.   Must be earning a minimum of 10 credits for each applicable quarter/semester and must maintain a minimum overall grade point average of 2.5 on a 4.0 scale.

Experience:
Individuals with experience designing, creating or customizing computer software, web applications, data forms and/or reports are preferred.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:
Requires knowledge of at least one programming language in use at the District.  Requires skill in creating computer programs or reports for online and batch interaction with corporate databases and the ability to follow and contribute to applications development, change and release management methodologies. The position also requires excellent analytical and problem-solving skills.

Language Skills:
Candidate must be proficient in reading, writing and speaking English. 

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:

To perform this job successfully, an individual should have knowledge of Microsoft Outlook; Microsoft Access Database software; Microsoft Excel spreadsheet software and Microsoft Word Processing software.  Requires knowledge of one or more the following programming languages:  ASP.NET, C#, ColdFusion 7+, Java, JavaScript, XML / XSLT and Web Services.  Requires basic proficiency in one or more of the following applications:  Microsoft Visual Studio, Eclipse, Crystal Reports, SQL Server Management Studio (SQL Server 2008), Microsoft Office SharePoint Designer.  An individual should also be able to operate computers, printers, scanners and copy machines.
