SALARY RANGE

JOB POSTING

JOB PURPOSE:
The Environmental, Health, and Safety Coordinator actively promotes, measures, and mitigates risks related to compliance with federal, state and local laws regulating the handling and containment of dangerous waste and toxic substances in the workplace.  This is accomplished through activities including coordination of hazardous, permitted, and special waste disposal, industrial hygiene sampling, assessing workplace conditions, conducting audits and providing training.        

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position. 

#  EF % of Time Job Functions
1. EF 50% Coordinate hazardous, permitted, and special waste disposals at District facilities in compliance with federal, state, and local regulations. This includes waste characterization/identification, collection, labeling, storage, and disposal/recycling. Conduct environmental audit of hazmat buildings, long-term PCB storage building, satellite accumulation areas, and universal waste collection areas. Respond and coordinate oil/chemical spill response for the District.  This may include cleanup, record-keeping, and disposals. Coordinate with contract laboratories for sample collection paperwork and transport of District materials---liquid and solid waste streams. Assist the Environmental Program Manager in completing annual reporting and records retention. Assist District employees and contractors to ensure ongoing compliance with federal, state, and local environmental regulations. 

2. EF 30% Conduct Audits/B.E.S.T. Observations:  Perform site audits/B.E.S.T. (Behaviors, Environmental, Safety, Talk) observations to ensure a healthy and safe work environment.  Confirm environmental and safety regulations are being met, keep front-line workers and managers informed of compliance issues while promoting our HPI principles and concepts.  Safety and health duties include managing proper plan of action & oversight for asbestos, lead, and polychlorinated biphenyl (PCB) abatements, maintenance activities and disposals based on analytical results and OSHA/WISHA compliance. Works with project managers and procurement on contract language and work process requirements. Research products and Safety Data Sheets (SDS’s) to determine waste stream designation. Actively participate in new chemical and product review process for the District.

3. EF 10% Provide guidance and training:  This includes guidance and oversight to the Safety and Health Dept, supervisors, engineers, planners, and others involved with asbestos work, sand blasting operations, equipment removal, and ventilation in the proper handling of hazardous materials, and processes for removals, managing biological air sampling requests for District projects including providing results, identifying health hazards, and ensuring PPE is adequate preparing training guidelines, employee notifications and ensuring employee training occurs for handling hazardous materials.

4. EF 10% Provide cross training and backup for other Safety/HPI Coordinators when needed.

5. EF Ongoing   Provide content to and/or maintain confidential employee records and information.  Safety department employees are required to restrict access to confidential employee records and information from any unauthorized person, except on a need to know basis.

6. EF Ongoing Drive a motorized vehicle while conducting business on behalf of the District.

7. EF Ongoing Maintain regular and predictable attendance.  Perform related duties and responsibilities as required.  Comply with District policies.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC). 

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job. 

Post-Secondary Education:                        
Bachelor's degree (B. S., B. A.) in natural resources or environmental science or a related field from a four-year college or university; or equivalent combination of education and experience.

Experience:                        
Requires a minimum of five (5) years’ experience in environmental health and safety including overseeing hazardous waste disposals, environmental compliance issues, air sampling and analytical testing.  Previous experience in overseeing lead, asbestos and PCB abatement projects desired.  Requires familiarity with Washington state regulations and federal regulations.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:

Knowledge:
• Working knowledge of state and federal safety and environmental rules and regulations including Washington Administrative Code (WAC), Environmental Protection Agency - (EPA) etc. for asbestos, lead, PCB, mold and other hazardous environmental substances.
• Working knowledge of sampling, examination and field practical processes for Hazardous Materials Testing, Packaging, Storage and Transportation.
• Knowledge of retention requirements for testing analytics.
• Working knowledge of used oil regulations and waste profiling.
• Working knowledge of safe work guidelines, engineering controls, air sampling & training provided to District work force.
• Working knowledge for bulk sampling (proper amount of homogeneous materials) & air sampling taken per regulations & National Institute for Occupational Safety and Health (NIOSH) requirements.
• Working knowledge for notifications (such as Emergency Release Notification of an Extremely Hazardous Substance (EHS) in accordance with Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), or asbestos removal/disturbance notification required of local education agencies by the Asbestos National Emissions Standards for Hazardous Air Pollutants (NESHAP) in accordance with 40 CFR § Part 61, Subpart M.
• Sampling data, chemical analysis services, surveys, applicable or relevant and appropriate requirements (ARARs), enforcement action, operation & maintenance, monitoring & review
• Law and Government — Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
• Chemistry — Knowledge of the chemical composition, structure, and properties of substances and of the chemical processes and transformations that they undergo. This includes uses of chemicals and their interactions, danger signs, production techniques, and disposal methods.

Abilities:

• Able to create asbestos management plans prepared in accordance with the Asbestos Hazard Emergency Response Act (AHERA) and the Asbestos School Hazard Abatement Reauthorization Act (ASHARA) in accordance with 40 CFR § Part 763.
• Able to create and develop Hazardous Materials/Dangerous waste plans and procedures in accordance with RCW 70.105.220 for the proper management of hazardous materials/waste used, owned, stored, disposed of or created by the District.
• Ability to create written work guidelines and engineering controls.
• Ability to provide abatement, remediation and removal of hazardous materials such as asbestos, lead paint, contaminated soil, storage tanks.
• Ability to conduct air sampling equipment calibration and servicing.
• Ability to train employees on proper protocols, work practices and worker protection policies and regulations relating hazardous materials handling and abatement.
• Ability to understand, interpret, troubleshoot and analyze sampling results. & have excellent troubleshooting & analytical skills.
• Requires ability to communicate well at all levels of the organization and interpret technical hazardous information into layman terms.
• Written Comprehension — The ability to read and understand information and ideas presented in writing.
• Problem Sensitivity — The ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem.

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
