SALARY RANGE

The position will be filled at a level senior or principal based on qualifications, skills and abilities. In addition to a competitive salary range of $96,480 - $120,600 (senior) and $110,000 - $137,500 (principal), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year. 

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

JOB PURPOSE:
A Technical Project Manager applies specialist technical knowledge and project management expertise to lead IT initiatives from concept, design, and through delivery, within scope, quality, and resource constraints.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions are those activities that, if not performed, would significantly and fundamentally alter the position.

1. EF Project Management:  Develop and administers schedules, dependencies, critical paths, and milestones, and actively manages project timelines and goals for complex to highly complex projects.  Complex projects generally have the following characteristics:
• Risk to the District
• Technical complexity
• Impacts 10-20 or more stakeholders
• Involve a project team 10 - 20 team members
• May impact multiple business units; may be multi-year in duration
• Budgets from $500K - multi-million dollar
• Require management of vendor(s) and consultant(s)
• Change management responsibilities

2. EF Communications:  Communicate project objectives, expectations, schedule, scope, budget, status, and other important project aspects to management as well as project team members and stakeholders.  Facilitate the development and management of change management plans. Principal level incumbents present to senior management members, including board of commissioners.

3. EF Vendor/Consultant/Contract Management:  Responsible for project communications and activities with various vendors and consultants.  Principal level incumbents serve as point of contact for customers, media and elected officials. Responsible for development, preparation, negotiation, and administration of project contracts and specifications.  Manage, negotiate, and administer vendor and consultant contracts.

4. EF Business Case Development: Develop and administer project goals and objectives aligned with District business and technology goals and strategies and in collaboration with project stakeholders.

5. EF Provide technical expertise to stakeholders and management, including technical alternative cost-benefit analysis.

6. EF Mentoring & Training:  Mentor and train senior personnel on technical project management. Principal level incumbents mentor lower level project managers.

7. EF Ongoing Maintain regular and predictable attendance.  Perform related duties and responsibilities as required.  Comply with District policies.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Post-Secondary Education:                        
Bachelor’s Degree (B.S., B.A. from a college or university) in IT, Business Administration, Engineering Technology, or Management Information Systems; or equivalent combination of education and experience.  Project Management certification preferred.

Experience:                        
Typically requires a minimum of six (6) years’ experience managing technical projects, or closely related experience in a technical or functional lead role such as IT Business Analyst, or Operations Manager.  Candidates with direct experience implementing information or operational technology projects similar to the projects managed by the position are strongly preferred.

To perform this job successfully, an individual is required to have intermediate knowledge of Microsoft Word and Microsoft PowerPoint.  Advanced knowledge is required in Microsoft Outlook; Microsoft Excel and Primavera.
