SALARY RANGE

This is a five (5) year limited assignment position that will be filled at a level I, II or III, based on applicant's knowledge, skills and abilities. In addition to a competitive salary range of $82,000 - $126,400, Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.  

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

JOB PURPOSE:
The position is responsible for the effective delivery of projects and programs. Responsibilities include initiation, planning, execution and close out of concurrent projects and programs. Projects are typically moderately complex, single-year efforts to highly-complex, multi-year efforts involving multiple objectives and extensive coordination with internal and external stakeholders and project teams. The Project Manager demonstrates a high level of skill and ability to balance competing priorities within and among concurrent and diverse projects and programs.

JOB FUNCTION: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.

No. EF  Job Functions
1. EF Implement and manage moderately complex to highly-complex projects and/or programs according to established scope, schedule, and budget. Establish the basis for performance measurement and control project work scope by measuring progress in accordance with established project plans and objectives.

2. EF Develop plans to implement and manage projects and programs including resource requirements, milestones, deliverables, risk assessments, cost estimates, quality requirements and project-specific policies, procedures, and guidelines. Higher level incumbents work with stakeholders to develop project and program objectives.

3. EF Establish follow, and or monitor, effective project control systems to ensure contractor and District activities comply with established work schedules and contract terms.

4. EF Ensure that quality controls are established and in place throughout the project to ensure customer satisfaction and to prevent breaches of contract or permit violations.

5. EF Develop and implement viable project teams to ensure effective performance of project functions. Create a team environment that encourages excellent performance and timely decisions. Identify appropriate staff resources and negotiate with resource manager(s) to fill necessary positions. Coordinate with other managers to ensure project resources are fully utilized. Escalate project issues and decisions to decision makers in a timely manner. Higher level candidates may perform some hands-on engineering work and will obtain peer review of work products from qualified staff in other areas. May perform field data collection using engineering instruments, digital technologies, ladders, lifts, or small tools.

6. EF Communicate project progress with project stakeholders, teams, internal clients and regulatory agencies.

7. SF Continue to develop and refine project management skills through continuing education and training.

8. EF Ongoing Drive a motorized vehicle while conducting business on behalf of the District.

9. EF Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

SUPERVISORY RESPONSIBILITIES:
May supervise one clerical or administrative support employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education:
Bachelor's degree in Construction Management, Engineering, Engineering Technology, Business or a related technical or engineering discipline (B. S., B. A.) from four-year college or university; or equivalent combination of education and experience.

Experience:
Typically requires three - ten years' relevant technical project management experience managing moderately complex to highly-complex projects and programs.

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:

Requires knowledge of project management and demonstrated expertise in initiating, planning, executing, and closing out complex concurrent projects and programs. A high level of skill in developing business cases, project plans, scheduling, estimating, program development and contract administration is required. Requires the ability to develop effective working relationships with internal and external stakeholders including negotiating with District personnel, external regulatory agencies, stakeholders, and contractors. Project scheduling skills are essential using Primavera or Microsoft Project. Excellent writing skills are required for reports. Effective speaking and presentation skills are also essential. The use of spreadsheets is required. Level III candidates are requires to have thorough knowledge of hydroelectric, fish hatchery, water, electric distribution and transmission engineering principles and knowledge of public infrastructure.

Language Skills:
Candidate must be proficient in reading, writing and speaking English.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:
To perform this job successfully, an individual should have knowledge of PeopleSoft Financials (required) Accounting software; Internet Explorer (required) Internet software; Maximo (required) Asset Management & Maintenance software; Primavera (required) Project Management software; Microsoft Excel (required) Spreadsheet software and Microsoft Word (required) Word Processing software. An individual should also be able to operate computers, printers, and general office equipment.

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
