SALARY RANGE

The position may be filled at level I, II, II or Senior, based on desired qualifications, skills and abilities). In addition to a competitive salary range of $58,000 - $115,400 for these levels, Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year. 

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Chelan PUD encourages electrical engineering graduates to apply for this exciting opportunity where you will learn the ins and outs of power system analysis by utilizing world class power system simulator software by PowerWorld to perform power flow, transient stability, and voltage stability analyses. Planning engineers at Chelan PUD not only help plan the transmission system of the future, but work closely with system operators and neighboring utilities to ensure safe and reliable operation of the system during planned work, as well as assist with real-time operation of the power system when unexpected events occur.                    

Advanced engineers applying for the position will also be challenged in areas of interconnection studies, WECC/NERC responsibilities, strategic objectives, inter-disciplinary (Ops, control system engineer, compliance, energy planning, hydro and distribution groups) and mentoring opportunities for junior engineers.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  Essential functions are those activities that, if not performed, would significantly and fundamentally alter the position. 

#  Job Functions
1. Electrical Engineering:  Performs engineering, analysis, calculations, inspections and field verifications related to transmission systems in one or more of these primary areas:  structural transmission line design, system protection, transmission planning, or substation/switchyard design.  Perform short-circuit, stability and power-flow analysis for both the operations and planning horizons (planning engineers). May prepare cost estimates.  Assists with writing technical purchase and construction specifications, including construction drawings.  Follow engineering QA/QC procedures.  Review submittals and respond to requests for information during construction.  Develop inspection and testing plans for capital and O&M.  Inspect construction activities, work products and resolve field construction problems.

2. Regulatory Compliance/Codes & Standards:  Assigned as the compliance owner for multiple NERC Reliability Standards by the Managing Director of Generation and Transmission.  Responsible for ensuring the District meets its overall compliance obligations for each assigned standard.  Oversees the development of required technical process related to the assigned Standards.  Stays abreast of changes and modifications to the assigned Standards.  Actively monitors compliance with assigned Standards.  Ensures controls are in place and documented to provide assurance of compliance with assigned Standards.  Performs annual compliance self-assessments of assigned Standards.

3. Plans & Specifications:  Performs or assists with engineering planning, cost estimating, economic analysis and develops alternatives to determine solutions to operational problems, regulatory concerns, efficiency improvements, asset management development, etc. Collects data and performs research.

4. System Operations Support:  Works extensively with System Operations to perform seasonal and day ahead studies for planned switching activities.  The studies inform System Operations of worst case contingencies and provide recommended action for how to best address these contingencies should they occur.  Monitors and analyzes real-time system status to ensure safe and reliable operation, recommends adjustments to System Operation.

5. Field Support:  Develops operations and maintenance practices and procedures. Provides field assistance to maintenance crews. Perform technical inspections and field verifications to aid in design and construction.

6. EF Ongoing Maintain regular and predictable attendance.  Perform related duties and responsibilities as required.  Comply with District Policies.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

7. EF Ongoing Drive a motorized vehicle while conducting business on behalf of the District.

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.

Post-Secondary Education:                       
Bachelor's degree (B. S.) in Electrical Engineering from a four-year college or university or equivalent PE. Lower level positions have a preference for Engineer in Training (EIT) designation and a Master's degree is preferred for higher level incumbents.

Experience:                       
Entry level positions have a preference for some utility engineering experience gained in college, work or special projects and senior level positions require a minimum of eight or more years experience.  Senior level incumbents will have experience in conducting transmission and sub-transmission studies, including power flow, transient stability, voltage stability and post-transient analyses. Experience with planning and operation horizons as well as experience or working knowledge of TPL standards is highly preferred for senior level incumbents.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:

To perform this job successfully, an individual is required to have knowledge of Microsoft Excel and Word.  Knowledge of PowerWorld, Aspen One-Liner, GE-PSLF or PLS-CADD, Internet Explorer, Maximo and Primavera preferred.  The individual is also required to operate general office equipment including computers, printers, peripherals and telephones.

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
