SALARY RANGE

The position will be filled at level II, III or senior (based on qualifications, skills and abilities).  In addition to a competitive salary range of $66,240 - $112,600, Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.  Relocation assistance is available.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

JOB PURPOSE:
This position will be filled at level II, III or senior. The incumbent performs intermediate to complex and technically sophisticated engineering design, analysis, construction and/or project management in the electrical power generation field. Works with or assists in activities related to the planning, design, construction, operation, maintenance and rehabilitation of hydroelectric generation plants and related facilities such as switchyards, substations, etc., and may include work done by engineering consultants.

Performs as a design engineer, project engineer or project manager and may lead project teams, and interacts with all levels of the organization, including engineering consultants to troubleshoot and resolve problems during design, construction or installation. Senior level incumbents lead and direct the work of lower level electrical engineers.

JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.

# EF Job Functions
1. EF Design Engineering : Perform electrical engineering design and analysis for projects. Prepare cost estimates. Write technical purchase and construction specifications. Prepare material and/or labor bid document packages. Follow engineering QA/QC procedures. Respond to RFIs during construction and troubleshoot construction problems. Develop and implement inspection and testing plans. Inspect fabrication and construction activities, materials and work products. Lead project start up activities including training O&M staff.

2. EF Project Management : Develop and implement scopes, schedules and budgets. Oversee and monitor project phases from concept to close out. Set up and lead project teams including design engineers, consultants, contractors, construction inspectors, real property agents, skilled crafts workers, permitting specialists, purchasing agents, etc. Communicate project progress to internal clients, District supervision and management. Write status and tracking reports. Lead progress meetings. Give presentations including project recommendations to teams, management groups and the Commission. Procure materials. Select consultants and manage consultant contracts. Negotiate agreements. Oversee preparation of bid documents project construction. Ensure compliance with QA/QC procedures to maintain the quality of project deliverables. Senior level incumbents manage projects from concept to close-out.

3. EF Planning, Preliminary Engineering, Budget Development : Perform engineering planning, feasibility studies (including technical report writing), cost estimating, economic analyses and develop alternatives to help determine solutions to operational problems, regulatory concerns, efficiency improvements, asset management issues, etc.

4. EF Operations and Maintenance Troubleshooting and Technical Assistance : Troubleshoot operations and maintenance problems at the request of others. Clarify and pinpoint problems. Develop testing methods and alternatives. Provide alternative problem solutions. Write brief reports describing possible solutions and recommendations.

5. EF Process Improvement Efforts : Participate in work process improvement efforts primarily as a member of interdisciplinary work teams.

6. EF 5% Training : Identify and attend training to maintain and learn new skills. Senior level incumbents are responsible for instructing others i the safe diagnosis, repair, maintenance or operation of plant equipment and systems.

7. EF Drive a motorized vehicle while conducting business on behalf of the District.

8. EF Ongoing Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Education:
Bachelor's degree (B. S., B. A.) in Electrical Engineering or Electrical Engineering Technology from four-year college or university (or related degree in physics or math); or equivalent registered PE.

Experience:
Based on level of incumbent (II - Senior), typically requires a minimum three (3) to eight (8) years' experience in the electric utility industry, preferably in the electrical power generation field (hydroelectric generation, distribution, transmission or substations).

Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:
This position requires knowledge and understanding of electrical engineering design and project management directly relating to the hydroelectric generation facilities, including switchyards, and distribution system substations, including a working knowledge of the principles, practices and procedures of engineering, project management and construction, including methods, materials, equipment, techniques, technical software, schedules, specifications and contract documents. Competent to perform engineering design and analysis in an engineering specialty within a discipline. . Some knowledge of related specialties in the discipline and of other disciplines is required. A general understanding of permits, permitting, timelines and City, County, State and Federal permitting agencies and processes is also required. Requires excellent verbal and written communication skills and the ability to communicate effectively with a diverse work force including the skilled crafts, contractors, customers and other engineers. Registration as a Professional Engineer in the State of Washington is desired for senior level incumbents.

Language Skills:
Must be proficient in reading, writing and speaking English.

Computers & Equipment: A fully skilled incumbent will have the ability to utilize the following software, hardware, or equipment:

LICENSE REQUIREMENTS

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
