PUD earns high marks for transmission system reliability

A recent review of Chelan PUD’s compliance with electric system reliability standards found the PUD is meeting all standards and brought praise for its compliance programs from the audit team of eight industry experts.  

Lisa James, PUD regulatory compliance policy development manager, briefed PUD commissioners Monday on the audit conducted by staff from the Western Electricity Coordinating Council (WECC) on May 3-7 in Wenatchee.

The audit covered the PUD’s compliance with 52 electric system reliability standards, which include several hundred sub-regulations. More than 500 digital documents were prepared for the audit and 29 more data requests – just one of which required 600 pieces of data to answer - were handled by a team of PUD employees during the audit.

At the exit interview the PUD, “had excellent news,” said James. “The auditors found no violations while they were here, which is pretty phenomenal considering they went over a period of three years in four-second intervals.

“There are very few entities that have had no violations … (and) do as many functions as we do. It’s something we’re very proud of.” 

General Manager Rich Riazzi and PUD commissioners thanked the compliance team.

“I want to say thank you for keeping us on the straight and narrow, and ‘no violations’ is one whale of a record,” said Commissioner Randy Smith.

In a related item, General Counsel Carol Wardell summarized an August 2009 WECC spot check of the District’s compliance with cyber security requirements. The review of 48 sub-requirements resulted in only three alleged violations. Wardell said the PUD did not agree with the alleged violations, but negotiated a reduced penalty of $13,000 to settle the issue, and PUD commissioners approved the payment Monday.
