PUD organization to rely on fewer executives

With the announced departure of two PUD executives, General Manager Rich Riazzi has developed a new organizational structure that will leave the PUD with five executive managers, down from seven.

General Manager Rich Riazzi met with employees Monday to explain the changes as the District continues to look for opportunities to be more efficient and streamline operations. All PUD employees will keep their jobs through the reorganization.

On Sept. 2, Randy Lowe, Energy Resources executive manager, and Jack Winter, Utility Services executive manager, announced they were leaving the District. Former Chief Risk Officer John Janney left in July.

Riazzi decided to create a combined Operations Group, to be led by former Chief Financial Officer Joe Jarvis, and to combine the vacant CFO and risk officer positions and start the search to fill the new slot. These changes will leave the PUD with five executive managers, down from seven.

Three Chelan County PUD employees will also get the new title of “managing director” and take on additional responsibility starting Sept. 29, and some departments will report to different managers.

Jarvis, recognizing the wide range of responsibilities involved in generating and delivering electricity, providing water and sewer service and developing the wholesale fiber-optic network, has named three PUD employees as managing directors to help him run the new Operations Group. They are: 

Darrell Gouldin, who will oversee Generation

Kirk Hudson, who will oversee Utility Services

John Smith, who will oversee Engineering and Technology

Gouldin has worked for the PUD for 31 years and most recently has been director of Energy Resources Electric Operations Division. Hudson, an 11-year PUD employee, has been Utility Services Operations director. Smith joined the PUD in 2001 and has been Utility Services Engineering and Technology director.

A fourth managing director position for energy trading was created to be filled in the future. That person will report to Riazzi.

Salaries for the new positions have not been set.
