Commissioners approve purchase of flowage easements

Chelan County PUD commissioners on Monday approved an agreement that would grant the PUD flowage easements on parcels of land above Beebe Bridge.
The PUD will pay $66,000 for easements totaling 1.2 acres of Columbia riverfront property. The agreement is with LH Piro-Beebe LLC, Petersen Hildahl LLC, Corral Creek LLC and David Zuluaga and Nancy Zuluaga, co-trustees of Charitable Unitrust. The land is being subdivided into 28 lots, and the easements will affect 23 of those lots. The PUD will pay up to an additional $5,000 for revisions to the plat required by the easements.
The PUD will also make up to 40,000 square feet of land available for off-site shoreline restoration or enhancement if that is required for the development. Tim Larson, PUD Real Estate Services manager, said no specific piece of land has been identified, but the district owns several parcels on the Rocky Reach reservoir that would benefit from improvements for fish and wildlife.
As part of the agreement, the PUD agreed to support the development’s application to Douglas County for a marina with up to 28 slips. Commissioner Werner Janssen said he thought it was inappropriate for the PUD to send a letter supporting the marina and voted against the resolution. Commissioners Dennis Bolz, Ann Congdon and Randy Smith voted for the agreement.
In other business commissioners:
- Approved a resolution amending a professional services agreement with HDR Engineering, Inc. to provide design engineering and design services during construction of the new switchyard and substation planned for the Entiat Valley transmission project. Construction is scheduled for 2009 contingent on completion of permitting and other preliminary steps.
- Heard from Joe Jarvis, Executive Manager – Finance Group, that the District earned an average return of 4.7 percent on investments in the first quarter of 2008. The return was down from the prior quarter but higher than the rate received on the state’s Local Government Investment Pool.
- Decided to hold a half-day retreat to consider revising the PUD vision statement but did not set a date.
- Noted a need to clarify the reasons for changes in the delegation of authority that commissioners will consider at their next meeting, May 12. The changes will reduce the number of resolutions coming before commissioners but will increase other opportunities for board review and overall transparency. The changes were initiated partly in response to requests to streamline contracting procedures and make the PUD more efficient. Commissioners asked that more background on the changes and their purpose be put on the governance section of the PUD Web site, http://www.chelanpud.org/.
- Set a special meeting for 5:30 p.m., Monday, June 2, at the Confluence Technology Center to review the District’s cost of services study.
