Chelan County PUD commissioners Monday heard staff explain changes they are suggesting for the rule-making process for Initiative 937, or what is now called the Energy Independence Act. It requires the PUD to meet 15 percent of its load with qualifying renewable energy by 2020.

This month staff sent a second round of suggestions to the Washington State Department of Community Trade and Economic Development (CTED), who is overseeing the rule-making on the initiative that was approved in 2006.

Director of External Affairs Gregg Carrington summed up the PUD’s letter by saying: “They [CTED] are attempting to exceed the authority that’s granted to them…”

Board President Norm Gutzwiler said, “We’re really striving for equitability and we don’t have that at this point…. It’s not a fair and level playing field…”

The PUD’s letter and comments can be read on CTED’s Web site.

The last draft rule-making will come out in September, with a final version expected to be enacted by the end of the year.
