Commissioners approve governance policies

After months of study and revision, Chelan County PUD commissioners Monday adopted new policies concerning their governance of the utility. The policies were approved with the addition that any further revisions would be made with all board members present.
Included in the policies are revised mission and vision statements. The PUD’s mission, as stated in the document, is: “To safely provide utility services that enhance the economy and quality of life in Chelan County.”
The PUD’s vision is:
“To be a premier public utility, highly valued and trusted to:
- Focus on the customer
- Protect and enhance our resources
- Maintain local control
- Bring innovation to reality
- Be a great place to work!”
On April 13, following most of the recommendations developed by Commissioners Ann Congdon and Norm Gutzwiler, the board endorsed the governance policies to guide all commissioners in dealing with each other, with the general manager and with staff.
Adoption of the policies, which have been posted on www.chelanpud.org since the April 13 meeting, follows discussions beginning last December.
Right-of-way clears for video service in Chelan
PUD commissioners approved a right-of-way agreement with the city of Chelan for the PUD’s wholesale fiber-optic network.
The 25-year agreement is similar to one approved for the city of Wenatchee on
Jan. 17. It covers the use of PUD lines on city rights of way to deliver wholesale communications services, including video from private providers over the PUD’s fiber-optic network.
The city of Chelan approved the agreement, along with cable-franchise agreements with the PUD’s service providers, at its council meeting last week.
In other business, commissioners:
- Were notified that the Seattle Post-Intelligencer will be running a 3-part series on Habitat Conservation Plans over the next few days. Chelan County PUD’s HCPs for Rocky Reach and Rock Island dams were approved by Federal Energy Regulatory Commission last year after 11 years of bipartisan state and federal government, tribal and agency effort. They are the first such agreements for hydropower projects in the nation, providing the highest level of fish protection.
- Heard that the Andrew York Lineman Rodeo will take place June 11, on the grounds at Rocky Reach Dam. The event will benefit a scholarship established in memory of Andrew York, a Chelan County PUD lineman killed by a drunk driver while working in 2000. Along with co-sponsors Douglas County PUD and Local IBEW #77, linemen from 15 utilities have been invited to participate.

Commissioners adjourned to reconvene at 9:30 a.m. Tuesday, May 3, in the Headquarters Auditorium to discuss topics related to the relicensing of Rocky Reach Dam.
The next regular meeting of the PUD commission will start at 11 a.m. on Monday, May 9, in the boardroom of the Headquarters Building, 327 N. Wenatchee Ave, to meet with Washington PUDs Association staff and board members. The meeting will continue at 1 p.m. after lunch.
