2006 budgeting under way

Commissioners kicked off the 2006 budget season Monday with a plan to approve the final financial document on Dec. 5.
Until then, staff will gather information from departments and work with managers to decide which projects will be scheduled for 2006 and which can wait.
The first public hearing on the preliminary budget is scheduled for Oct. 3, with other meetings scheduled for Nov. 7 and 21.
In other business, commissioners:
- Authorized an $80,000 contract with BioAnalysts Inc., Boise, for a snorkeling study to evaluate the success of the District’s hatchery program on the Chiwawa River. The District has used snorkel studies since the early 1990s to gather information on juvenile fish populations and measure the program’s effect on the natural population.
- Accepted two bids as part of the Rock Island Dam Powerhouse One modernization. Commissioners approved a $707,213 bid from K&N Industrial Equipment, Inc., Spokane, for submersible electrical pumps to remove water from submerged portions of Rock Island Dam Powerhouse One. A $208,075 bid from Gelco Services, Salem, for grouting work was also approved.
- Authorized wholesale agreements with Discovery Communications, Inc. and E! Entertainment Television. The no-cost wholesale transport agreements require the PUD to block the programming signal to any service provider in default of its agreements with the content providers. The service providers, who will pay for the programming content, are entering into contracts to provide video services to their retail customers.
- Heard that Yahoo! executives toured PUD facilities last week and discussed power and broadband needs for a potential building in Chelan County. The Port of Chelan County arranged the visit.
- Received information on Grant County PUD’s upcoming auction of 6.5 percent of the power produced by their dams. Grant County PUD could offer the power for bid every 14 months.

The next regular meeting of the PUD commission will start at 11 a.m. on Monday, July 11, in the boardroom of the Headquarters Building, 327 N. Wenatchee Ave.
