PUD commissioners elect 2006 officers

Chelan County PUD commissioners named their 2006 officers Tuesday, electing Gary Montague, of Wenatchee, as president of the Board of Commissioners. This is Montague’s second chance to serve as board president since being elected in the fall of 1998.
PUD Commissioner Norm Gutzwiler, on the board since 2003, was elected vice president. Ann Congdon was elected secretary. Commissioners voted to cancel the assistant secretary position. All the positions are for one year.
Commissioner Bob Boyd, 2005 board president, thanked fellow commissioners for their hard work in 2005.
PUD financial outlook upgraded to AA stable
Chief Financial Officer Joe Jarvis reported to commissioners Tuesday that Standard & Poor’s, a financial rating agency, has upgraded the PUD’s AA bond rating from a negative outlook, to a stable outlook. The upgrade reflects the agency’s confidence in the PUD’s AA rating, citing “exceptionally low power supply costs,” “very low retail rates” and other strengths.
In other business, commissioners:
- Authorized a three-year contract (not to exceed $130,000 in 2006) with R.W. Beck for consulting engineering services. The contract amount will be approved annually. An independent consulting engineer is required by some of the PUD’s bond covenants.
- Approved a $ 4.4-million, three-year electrical contract crew agreement with Hawkeye Construction, Inc., Troutdale, Ore. The crews will work on the PUD’s electric and fiber-optic infrastructure.
- Voted against a proposal by Commissioner Werner Janssen to move their Jan. 16, meeting to Jan. 17, in observance of the Martin Luther King, Jr. federal holiday. The board said it would be inconsistent to have all other PUD employees working that day and to change the meeting.

The next regular meeting of the PUD commission will start at 1 p.m., Monday, Jan. 9, in the boardroom of the Headquarters Building, 327 N. Wenatchee Ave., and will reconvene at 7 p.m. that evening at the Wenatchee Center for a public meeting to discuss the potential power-sales contract with Puget Sound Energy.
A special meeting has been set for Jan. 11 at 9 a.m. to discuss the commission’s Balanced Scorecard. That meeting will adjourn to reconvene at 7 p.m. at the Cashmere Riverside Center to discuss a study of Cashmere’s electric distribution system.
